Is the visiting fairground subsidised in any way by The States of Jersey or any arm’s length department, for example, the Island Development Company?

A

Organisations that receive a grant of over £75,000 from the States of Jersey are required to submit their accounts. These are subsequently made available by the Minister for Treasury and Resources for publication as a report to the States. That report is accessible by the public through the States Greffe when complete.

B

Jersey Battle of Flowers usually receive a grant of over £75,000 per annum from the States of Jersey and are therefore required to submit their accounts. These are subsequently made available by the Minister for Treasury and Resources for publication as a report to the States. Financial Statements for the Jersey Battle of Flowers Association for the years 2022 and 2023 are attached for information. Some personal information has been redacted in accordance with Article 25 of the Freedom of Information (Jersey) Law 2011.

The Government of Jersey does not hold information on whether their accounts are available to the public through other means. Therefore Article 3 of the Freedom of Information Jersey (Law) 2011 applies. A link to the Battle of Flowers association has been added for reference

Information is not held by the Government of Jersey in relation to funding for the visiting fairground. Article 3 Of the Freedom of Information Jersey (Law) 2011 therefore applies. 

Articles applied 

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

​Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
