Information on off-island placements for adults, for all years from 2018 to 2022 is available in a previous Freedom of Information response, published to www.gov.je in March 2023:

As this information is available elsewhere, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

23 adults were in U.K. placements arranged through Health and Community Services (HCS) through 2023. As with data for the previous response referenced above, this is the total number of people who were in a placement during the year. A number of people will have commenced the year in a placement, but returned to Jersey during the year, whilst some others will have been new placements during the year.

Children, Young People, Education and Skills response:

A total of seven individuals under the age of 18 were sent from Jersey to UK-based mental health institutions over the five year period. As numbers are small, disclosure controls apply, and a further breakdown of figures per annum cannot be provided. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied to protect the privacy of individuals.

U.K. placement costs for 2023 total £5,628,000. This includes all placements for adults and children.

The list of approved establishments is attached, however, please note that establishments are only required to be of ‘Approved’ status for placements under certain parts of Jersey Mental Health Law, and therefore, there are other establishments that may have been (or may be) used for Jersey patients which do not appear on the Approved list.  

Articles applied

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​
