Request

During a cannabis coordination meeting via Microsoft Teams on Monday 21 June 2021, the Head of Biosecurity noted that Deputy Farnham had raised a potential conflict in a letter to scrutiny, namely the Economic and International Affairs Scrutiny Panel, which was undertaking a review into the industry.

Please could you provide a copy of this letter.

Response

Letters written by Ministers to Scrutiny Panels are published in the Scrutiny section of the States Assembly website as linked below:

States Assembly (gov.je)

Any such conflict raised in a letter is therefore already in the public domain and Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article applied

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
