I am writing to request information about the employment and work of educational psychologists in Jersey

How many educational psychologists are currently employed by the Government?

B

Of the total employed, how many are:

- Actively working and practising in Jersey?

- Currently off sick, on leave, or otherwise away from their role?

How many patients are seen by each educational psychologist per year, broken down by month?

How many total assessments (including Record of Need assessments) have been completed by educational psychologists in Jersey in the past 12 months?

In the past 12 months, how many assessments have been conducted remotely (e.g., via video call or online) rather than in person by educational psychologists?

A

7 Educational Psychologists are currently employed by the Government of Jersey.

B

All Educational Psychologists contracted with the Government of Jersey actively work and practise in Jersey.

Due to small numbers, the Department have determined that to disclose how may Educational Psychologists are currently not based in Jersey, off sick, on leave, or otherwise away from their role could breach the privacy of certain individuals therefore Article 25 of the Freedom of Information (Jersey) 2011 has been applied.C

There is currently an active recruitment process for 1 FTE Educational Psychologist post

7 FTE Educational Psychologists are budgeted for. 2 contracted part-time posts will be replaced by the 1 FTE post that is currently being advertised.

Educational Psychologists work with staff and pupils within educational settings as well as 1 to 1 work with children and young people. Data does not record how many individuals the Educational Psychologists work with therefore Article 3 of the Freedom of Information (Jersey) 2011 has been applied.

For the period September 2023 to Sept 2024, Educational Psychologists completed 236 Assessments including Record of Needs Assessments.

For the period September 2023 to Sept 2024 47 Assessments have been conducted by Educational Psychologists remotely (e.g., via video call or online) rather than in person.

£115,000 has been spent on locum or temporary educational psychologists to cover staff absences (due to sick leave, other forms of leave, or vacancies) in the past 12 months.

Articles applied

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

3)     In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.​
