As detailed in a Freedom of Information response published to www.gov.je in July 2024, Non-Medical / Non-Clinical agency staff are not recruited or managed through a central team for Health and Community Services (HCS), and as such, there is no single point of contact.

Temporary Staffing Workforce Systems (FOI)

Information on the use of third party vendors and / or technology solutions utilised in recruitment of Non-Medical / Non-Clinical agency workers is also available in the above referenced and linked Freedom of Information response. As the requested information is available elsewhere, Article 23 of the Freedom of Information (Jersey) Law 2011 applies.

HCS does not employ or contract Ambulance and Patient Transport personnel, as these services are provided by the States of Jersey Ambulance Service. 

States of Jersey Ambulance Service (SoJAS)

A number of different managers within the States of Jersey Ambulance Service can be responsible for identifying the need for and recruiting contingency workers, depending on the specific circumstances. This has previously included the Head of Operations and the Head of Regulation and Compliance. Some recruitment would be undertaken by centralised services, such as the Justice and Home Affairs Business Support Unit. 

The managers’ concerned sit below Tier 3, and therefore, their names are not being released under Article 25 of the Freedom of Information (Jersey) Law 2011.

The States of Jersey Ambulance Service is not an NHS Trust and the hiring of contingency workers is completed following the Government of Jersey Use of Third Parties including Contingent Labour, Consultancy & Outsourced Service Solutions policy.

Articles Applied

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​
