​Please provide a list and details of all amendments to legislation that have been made on behalf of Ministers, scrutiny panels and individual States Members that have not been through the States Assembly over the past 4 years covering the period 2020-2024. Thank you.
For clarity, this request has been split into two questions:
1.
Please provide a list and details of all amendments to legislation that have been made on behalf of Ministers that have not been through the States Assembly over the past 4 years covering the period 2020-2024.
2.
Please provide a list and details of all amendments to legislation that have been made on behalf of scrutiny panels and individual States Members that have not been through the States Assembly over the past 4 years covering the period 2020-2024.
Response
1.
All legislation and any amendments must be adopted by the Assembly. No amendments to legislation can be made by Ministers without going through the Assembly. All legislation, including amendments to legislation, are already available in the public domain either on the States Assembly or Jersey Legal Information websites as linked below:

Ministers and their Assistant Ministers may make Orders with the power to make them afforded to Ministers through legislation adopted by the Assembly. These too are available on the Jersey Legal Information website.
2.
There have been no such amendments, as Scrutiny Panels and individual States Members can only amend legislation by going through the States Assembly (by lodging a proposition or an amendment to a proposition that is debated and adopted). Scrutiny Panels and individual States Members do not have the power to make Orders​
