In January 2016 the National Crime Agency (NCA) reviewed the States of Jersey Police investigation (Operation Panama) into the then missing Adrian Lynch. The NCA published a report for the SOJP which included recommendations for the investigation (Panama). I would like a copy of that report or, at the very least, ALL the recommendations the NCA made to the SOJP.
Response
The request is refused.
To qualify as a valid Freedom of Information request, the requestor must give their name on the request. Notwithstanding this omission, the request has been accepted, however, information received from the UK National Crime Agency is absolutely exempt under Article 26 A(2)(n) of the Freedom of Information (Jersey) Law 2011.
Without releasing any of the report detail, the States Police can state: The report contained 13 recommendations relating in the main to major incident procedural issues, and all were adopted by the senior investigating officer.
Article 26A: Information supplied by, or relating to bodies dealing with security matters.
(1) Information is absolutely exempt information if it is held by a scheduled public authority and either or both of the following apply:
(a) It was directly or indirectly supplied to the scheduled public authority by any of the bodies specified in paragraph 2; or
(b) It relates to any of those bodies.
(2) Those bodies include:
(n) The National Crime Agency formed under Section 1 of the Crime and Courts Act 2013 of the United Kingdom.
