In 2015 the Chief Minister's Department and the former Home Affairs Department were restructured. Please can you confirm the following?

What was the rationale behind creating the following positions?

  • Chief Officer, Community and Constitutional Affairs
  • Director of Constitutional Affairs and Justice Policy
  • Policy Director for the Department of Community and Constitutional Affairs

In relation to each role, when was the relevant position advertised, either in the local press or in the UK?

The Department for Community and Constitutional Affairs has brought together the functions of the former Home Affairs Department with those of the Strategic Housing Unit and the Social, Constitutional and Justice Policy responsibilities which were formerly part of the Chief Minister’s Office. 

This joined up approach removes silos, increases efficiencies and ensures the collaborative formation of policy with a broader focus. 

The restructure was publically announced in April 2015 through the following press release:

Departments to be restructured

The post of Chief Officer, Community and Constitutional Affairs, replaced the former post of Chief Officer, Home Affairs Department, upon the retirement of the former post holder. The post was filled internally within the States of Jersey, with the approval of the Jersey Appointments Commission, and is an ‘A’ grade position.

The Director of Constitutional Affairs and Justice Policy was previously a post within the Chief Minister’s Office. The post was transferred upon the establishment of the Department for Community and Constitutional Affairs and is an ‘A’ grade position.

The post of Policy Director previously functioned within the States of Jersey Police Criminal Justice Department and was also transferred upon the establishment of the Department for Community and Constitutional Affairs. This is a grade 15 position.
