Nominations to the Jersey Teachers Superannuation Fund (JTSF) Management Board
- Purpose of the Report
1.1. The Minister for Children and Education is asked to recommend to the Chief Minister the re-appointment of John Everett the Management Board of the Jersey Teachers’ Superannuation Fund (JTSF).
- Background
2.1. Under the Teachers’ Superannuation (Administration) (Jersey) Order 2007 Article 3 – Appointment of members of management Board, the Chief Minister shall appoint to be members of the Management Board:
2.2. 6 Employer representatives of whom –
- 2 shall be persons recommended by the Minister for Treasury and Resources;
- 2 shall be persons recommended by the Minister for Education;
- 2 shall be any persons that the Chief Minister thinks fit; and
2.3. 6 Member representatives, who shall have been selected in the manner that the Chief Minister shall agree with the associations that appear to the Minister for Education to represent the interests of teachers.
2.4. Members of the Management Board shall hold office for 3 years and shall be eligible for re-appointment. The Chief Minister may at any time remove from office any member of the Management Board appointed by him or her under this Article.
- Process
3.1. Employer nominees have been selected following a formal recruitment process under the Appointment Commission Guidelines and are eligible for re-appointment. Mr John Everett went through the recruitment process when he was appointed for a first term and it is now recommended that he is nominated for reappointed for a second 3 year term.

- Recommendation
4.1. For the Minister for Children and Education, to recommend the nomination of Mr John Everett to the Chief Minister to be re-appointed to the Management Board of the Jersey Teachers’ Superannuation Fund for the period 1 January 2022 to 31 December 2024,

APPENDIX A
EMPLOYER NOMINEE – MR JOHN EVERETT
Mr John Everett has held the position of Group Chief Risk Officer for the Equiom Group for two years. Prior to this he was the Deputy Director General of the Jersey Financial Services Commission and also worked on Jersey’s AML/CFT National Risk Assessment as the government’s Director of Financial Crime Strategy.
Before moving to Jersey, Mr Everett worked at the Financial Services Authority/Financial Conduct Authority in the UK where he focused on investment management and conduct issues, including representing the United Kingdom at European Union and international committees, and negotiating EU directives and regulations for the UK together with HM Treasury.
Mr Everett is an experienced public policy professional with leadership experience of both small and large teams. In the UK he was a Director of the Electoral Reform Society for a number of years and has also served as an ‘independent’ member of the Jersey Employment Forum.
