Amendment to Road Traffic (Speed Limits) (Jersey) Order 2003 - Sion
Speed Limit Review
Purpose of the Report
To obtain ‘Ministerial Decision’ regarding approval of the Parish of St Helier, Parish of St John and Parish of Trinity’s requested 20mph speed limit scheme in the vicinity of Sion Village following technical review by IHE Officers (based on the Jersey Road Safety Action Plan 2017–2019 speed limit policy framework) and subsequent public consultation.
Accordingly, to approve preparation of an amending Order to the Road Traffic (Speed Limits) (Jersey) Order 2003.
Background
In 2020 following outreach from ‘Safer Sion' (a local action group) regarding traffic speeds through the Village, Infrastructure, Housing and Environment (IHE) and the Parishes of St Helier, St John and Trinity agreed to carry out a structured review of speed limits in the vicinity addressing these concerns, also linked to increasing retail activity to the south of the Village.
The review was carried out using the adopted ‘Road Safety Action Plan 2017-19’ speed limit framework (see attachment) to achieve island-wide consistency.
Discussion
Following agreement on a draft speed limit reduction scheme (based on a speed limit reduction from the current 30mph to 20mph) IHE carried out a public consultation in June 2021.

The consultation included both a publicly available online questionnaire and a paper version sent to over 600 residents in the vicinity of the Village. The outcome of this was collated and analysed (see attachment). Based on these results IHE, with the agreement of the Parishes, now propose to implement the 20mph speed limit as previously shown above, with an extension to the south as far as the junction with La Rue du Bequet Vincent, as shown below.

This scheme has been assessed as deliverable and compliant with the framework set out in the Road Safety Action Plan.
Resource Requirements
Initially Officer and Principal Legislative Drafter time. Subsequently cost and resources required to instal new speed limit road signage on main roads. Sign changes on by-roads to be funded by the Parish.
Recommendation
The Minister is requested to approve the Sion Village speed limit changes and preparation of an amending Order to the Road Traffic (Speed Limits) (Jersey) Order 2003.
Reason(s) for Decision
Following technical review by IHE Officers (based on the Jersey Road Safety Action Plan 2017–2019 speed limit policy framework) and subsequent public consultation the requested speed limit changes are appropriate.
Action Required
Officers to forward a copy of the Ministerial Decision along with an Instructing Memorandum to the Legislative Drafter to prepare an Amending Order for subsequent submission to the Minister.
