APPLICATION FOR ENTERTAINMENT ON PUBLIC ROADS DURING HALKETT
HEADWAY HOEDOWN 2015
Purpose of the Report
To obtain a Ministerial Decision regarding approval of road closures for the purpose of holding the ‘Halkett Headway Hoedown’ on Sunday 30 August 2015.
Background
The Promoter, the charity Headway Jersey Ltd., has submitted details of the proposed road closures and traffic restrictions for the Halkett Headway Hoedown. The event, which commenced in 2014, has been organised by the Promoter to raise funds for Headway Jersey, to increase its profile and that of local businesses.
The event has a Country / Folk music theme and will involve live music, entertainment, and stalls selling a range of food and drinks (alcoholic and non-alcoholic,) along with generic arts, crafts, etc.
It is proposed that the event be enabled under the Road Traffic (Jersey) Law 1956: Article 67 (4) & (5). The event has the support of the Connétable of St Helier subject to the Minister’s endorsement.
The Promoter has consulted and is co-ordinating with the Emergency Services and TTS Parking Control.
Discussion
Last year’s event involved a single event stage and the closure of Halkett Place between Burrard Street and Beresford Street. The success of the inaugural event has led the Promoter to propose an expanded event using almost the full length of Halkett Place with two event stages, one by the Mechanics Institute north of Burrard Street and one just south of Hillgrove Street, with the event’s arena in between (See Map 1).
The requirement to use the full length of Halkett Place will mean that Burrard Street is closed during the event (see below), though access for Emergency Services will be maintained under marshal control. The Promoter’s Event Plan also identifies the Burrard Street junction as an important egress point.
The road closure (See Map 2) and event / times will be as follows:-
- Sunday 30 August: Roads closed at 8am for the event’s set up are Halkett Place, Waterloo Street and Beresford Street west of Cattle Street
- Burrard Street will remain open to traffic between 8am and 1pm.
- When the event starts at 1pm, Burrard Street will be closed until the event finishes at 10pm.
- Burrard Street will open to traffic again at 10pm when the event finishes. All other roads will remain closed until midnight for event clear up.
(Note: King Street and Queen Street will be outside the event area and left clear).
Parking will be suspended on both sides of Halkett Place to allow sufficient road width for the entertainment planned. In addition, the event will be supervised by safety marshals. Emergency access can be provided throughout the event.
The traffic impact of the event is minor, due to its timing on a Sunday afternoon when town centre traffic volumes are at their lowest.

Recommendation
The Minister is recommended to approve the road closure for the Halkett Headway Hoedown 2015.
