Community Safety Fund - Award of Grant - St. John Ambulance

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

TRANSPORT AND TECHNICAL SERVICES  

COMMUNITY SAFETY FUND – AWARD OF GRANT

Purpose of the Report  

To consider a recent application for a grant from the Community Safety Fund.

Background  

Arrangements for considering applications for and awarding grants from the Community Safety Fund, for small but important initiatives, have previously been approved under MD-T-2007-0058, MD-T-2007-0112 and MD-T-2009-0069.   

The criteria approved for considering applications and awarding grants are:- 

  • The proposal should be beneficial to the community at large;
  • For one off items of expenditure directly related to community safety;
  • Island based;
  • For proposals that would significantly enhance or raise awareness on community safety and for which there is no or insufficient public funding;
  • A maximum interim award of £20,000 per project.

 

Discussion  

A further application has been received for a grant from the Community Safety Fund, as outlined below.

Inflatable First Aid Tent, Equipment and Trailer

 

St John Ambulance attends many large events where it needs to establish a large first aid post. Normally this is set up in a marquee hired for each event. The marquee is not divided internally, causing problems with patient privacy and often there is insufficient light nor does the marquee stand out to show the public where the first aid post is located. Purchasing an inflatable tent and equipment would provide better facilities at emergency incidents when St John Ambulance supports the States Ambulance Service in accordance with a recently agreed memorandum of understanding. 

St John Ambulance having this equipment would benefit the community in a number of other ways, including:-

 

  • Saving organisers of events erecting a marquee for St John Ambulance to use as a first aid post.
  • St John Ambulance would be self contained and have all of its requirements within the trailer available for early response to incidents and events.
  • The inflatable will be more visible and easily recognisable to the public giving them access to first aid services quicker, while raising the profile of St John Ambulance at these events.
  • A safer working environment for volunteers and patients.
  • Use by Emergency Services at major incidents. 

 

In 2008, St John Ambulance attended at 155 public duties, gave over 27,000 volunteer hours and treated 242 patients of which 90 were transferred to Hospital. St John Ambulance does not receive States funding. 

The application meets the criteria and sufficient funds remain available in the Community Safety Fund. 
 

Recommendation 

The Minister is recommended to award a grant of £16,984 to St John Ambulance to purchase an inflatable first aid tent, equipment and trailer.

Subject to the Minister approving the grant, the sum to be disbursed to the relevant organisation.
