AWARD OF REUSE PARTNER CONTRACT, HOUSEHOLD REUSE AND
RECYCLING CENTRE
1.0 Purpose of the report
To provide the Minister for Infrastructure with information to support awarding the Reuse Partner Contract to Jersey Employment Trust.
2.0 Overview of the opportunity and selection process
The Islandās new Household Reuse and Recycling Centre is currently under construction and due to open in January 2017.
The Centre has been designed to support the Departmentās public engagement programme by encouraging the public to manage their waste āupwardsā through the Waste Hierarchy. A Reuse Facility has been included for this purpose so that all reusable goods can be received for reuse and only goods that have reached the end of their useful life will be received for recycling or recovery/disposal.
In April 2016 the Department initiated a tender selection process to identify a suitable local charity to operate the Reuse Facility at the new Household Reuse and Recycling Centre.
Two tenders were received in response to the Invitation to Tender (ITT). An evaluation panel evaluated both responses using a selection criteria that was communicated in the ITT.
One of the tenders scored highly as it was well researched and gave the evaluation panel a good level of confidence that the tender specification had been considered and would be met during service delivery.
This supplier was invited to attend an interview with the evaluation panel in order to clarify some detailed points and provide an opportunity for the supplier to present their bid.
The performance of this supplier was confirmed at interview and the evaluation panel confirmed that this supplier had the ability to provide the services to an acceptable standard. The evaluation team were also impressed by the supplierās enthusiasm and the obvious research that had been conducted.
On this basis, the Department has been engaging with the preferred supplier, Jersey Employment Trust, with a view to awarding the Reuse Partner contract.
Once the contract is awarded, the Department and Jersey Employment Trust can work towards the opening of the Reuse Facility along with the opening of the Household Reuse and Recycling Centre at La Collette.
3.0 Recommendation
To award the Reuse Partner contract to Jersey Employment Trust.
4.0 Reasons for Decision
Jersey Employment Trust has been selected to deliver this service following a competitive tender process conducted by DfI.
5.0 Resource implications
None.
This contract does not incur any costs to the Department.
The Reuse Facility is provided at no charge to the Reuse Partner for the duration of the contract, although the Reuse Partner will pay all utility costs which are separately metered. A separate lease is being developed by Jersey Property Holdings.
By directing all reusable goods to the Reuse Facility, the Department will be able to reduce the amount of waste received at the Household Reuse and Recycling Centre and increase the efficiency of its recycling operations as only goods that have reached the end of their useful life will be received by the Department.
6.0 Action Required
Recycling Manager to advise the Jersey Employment Trust of the Ministerās approval.
