Jersey Airport, transfer of budget between capital heads of expenditure in respect of Hub2 works.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s): 

The Minister approved the transfer of funds into the existing Minor Capital Assets Budget from the Aeronautical Transmitters and Receivers Budget.

 
Reason(s) for decision: 

To provide funding for enabling works to accommodate the expansion of Hub2 to increase its capacity to service the Tandata and VOIP systems and to provide for the introduction of CUTE/CUSS.

 
Action required: 

Approval is now required from the Treasurer of the States under delegated authority (Article 15 of the Finance Law).

Jersey Airport, Hub2 works and associated funding.  
 

Background  

Hub2 is the name given to the equipment room located in the Departure Hall which houses the Tandata system used by airlines and handling agents to record and monitor flight and passenger information.  It also houses the infrastructure for flight arrival and departure data which is displayed on the screens in the departure and arrival halls as well as the distribution system for all ‘back of house’ information (Meteorological data, Instrumented Runway Visual Range (IRVR) data, movement & slot times, camera monitors, etc). 

The work to be undertaken paves the way for upgrading Hub2 to cope with Voice Over Internet Protocol (VOIP), the Tandata extension currently under way as part of the approved capital programme and the likely introduction of Common Use Terminal Equipment (CUTE)/Customer Use Self Service (CUSS).  The area which Hub2 occupies requires enlarging because there is nowhere else in a suitably central location to site the equipment and the current space is insufficient to accommodate the upgrade. 

The cost of this enlargement was excluded from the approved capital programme as the equipment was originally to be housed in Hub1 which is now to be decommissioned, a decision taken after the 2008 business plan was approved by the States. 
 

Cost  

The total cost including contingency is expected to be no more than £52,000 and can be broken down as follows:- 

Preliminaries    £    7,500

Building works & decoration  £  17,850 

Air conditioning   £  22,000

Design reserve & contingency £    3,500

Project contingency   £    1,150

TOTAL     £  52,000 
 

Funding for this project can be met from within the overall approved capital expenditure budget, specifically from the Aeronautical Transmitters & Receivers budget.  This project is forecast to cost approximately £125,000 less than budget. 

Therefore it is proposed that the £52,000 required for the Hub2 project be transferred into the existing Minor Capital Assets Budget of £300,000 bringing it up to £352,000 and reducing the Aero Tx/Rx budget to £273,000. 
 

Risks  

The main risk is that unforeseen expenditure may be required on the Hub2 project once work begins.  Although very unlikely it is possible that unforeseen expenditure may be required on the Aero Tx/Rx project.  However, every effort will be made to ensure the revised Aero Tx/Rx budget is not exceeded.
