La Route de la Cote, Welcome Slipway, Gorey: Zebra Crossing: Construction

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

ZEBRA CROSSING AT WELCOME SLIPWAY, GOREY

 

 

Purpose of the Report

 

To request the Minister to approve the installation of a Zebra crossing on La Route de la Cote adjacent to Welcome Slipway (La Montee des Greves) towards Beach Road, St Martin.

 

 

Background

 

Following a request for a crossing at the Welcome Slipway officers carried out an assessment. Whilst there is no collision history in this location, from site observations it is clear that there are regular users who cross the road as part of a route between Gorey Village and the beach, bus stop and Gorey Harbour. In warmer months the number of users increases and includes family groups with young children as well as vulnerable adults. The adjacent Bus Stop is well used all year round for people travelling towards St Helier.

 

 

Proposal

 

The proposal is for a zebra crossing to be installed from the Slipway to Beach Road and onto New Road. The location is fixed by the desire line for people walking from Gorey Village down New Road and crossing to the Slipway.

 

A well-attended drop-in consultation took place at the location in late June which received 70 responses, from these responses over 75% supported the scheme. The Parish of St Martin recognise the scheme benefits.

 

The issue of visual intrusion was raised by some at the consultation and the developed design minimises the changes to the roadscape. There have been concerns raised by some neighbouring householders relating to the increased lighting and essential Belisha Beacons required for the crossing to be visible and to operate safely at night. The design now incorporates features agreed with residents to minimise light impacts, including shielding the lights so they are directed away from adjacent property windows, however the road will be better lit as an essential safety requirement.

 

 

Recommendation

 

The Minister is recommended to approve the installation of the proposed zebra crossing.

To provide a safer crossing facility from Gorey Village to the coastal footpath, bus stop and beach amenities.

 

 

Resource Implications

 

The project cost is estimated at £100,000 and is to be funded from the Capital Programme and POA funding implementation will be integrated with the 2019 resurfacing project.
