Overseas Aid Commission - payment of aid as agreed at their meetings of 15 and 23 September 2010

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The Minister approved the payment of applications for overseas aid agreed by the Overseas Aid Commission at their meetings on 15th and 23rd September 2010.

Reason(s) for Decision:

To approve the payment of overseas aid pending the appointment of an Accounting Officer to the Overseas Aid Commission.

Resource Implications:

Payment of expenditure of £129,461 from the Overseas Aid Commission budget.

Action required: 

The Head of Shared Services to make payments as directed by the Overseas Aid Commission.

Jersey Overseas Aid Commission (“joac”) – Aid Payments october 2010  
 

1.      Purpose of Report

 

The purpose of this Report is to document the approval by the Minister for Treasury and Resources of overseas aid payments totalling £129,461.00. 

2.     Background

The JOAC receives funding from the States of Jersey on an annual basis. Whereas the JOAC makes decisions in respect of overseas aid funding, the Interim Treasurer of the States recommended in August 2010 that, in the absence of an Accounting Officer for the JOAC, the Minister for Treasury and Resources should authorise all overseas aid payments. 

3.     JOAC proposed payments

 

The JOAC met on 15th and 23rd September 2010 and approved the following overseas aid payments: 

15th September:

·     £30,000 to Oxfam re Niger;

23rd September:

·     £30,000 to Christian Aid re India;

·     £25,887 to World Vision re Senegal and £29,574 to World Vision re Ethiopia = total £55,461;

·     £14,000 to Island Aid for World Children re Ghana.

Total aid payments above - £129,461. 

4.     Recommendation

The Minister for Treasury and Resources approves the above payments. 

5.     Reason for Decision

Ratification of decisions taken by the JOAC to make overseas aid payments as set out above. 

6.     Resource Implications

Payment of £129,461 from the Overseas Aid Commission budget for 2010.
