Sports Division Charges: Increase in fees for 2017

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:

Increase in fees for Sport Division Charges for 2017.

Decision(s):

The Assistant Minister approved the increase in Sport Division fees for 2017 by 1.5% for the majority of charges, in line with the annual rate of RPI(X) as of June 2016, as per the table in the appended report and being the figure recommended by the States Treasury.

Reason(s) for Decision:

The division undertakes an annual review of charges applied in the private sector to ensure it remains competitive and provides value for money. In 2016 fees were increased by 2%.

Resource Implications:

There are no manpower implications for the States as a result of the ministerial decision.

Introduction

This paper seeks agreement from the EDTSC SMT of the proposed charges for the use of all indoor and outdoor sports facilities including the “Active” membership scheme, Sport Development and Exercise Referral (Sport Division) charges in 2017.

Background

Sport Division charges are reviewed on an annual basis and increases are applied where it is felt appropriate.

In the areas of health & fitness the Sport Division operates within a competitive environment.

The division undertakes an annual review of charges applied in the private sector to ensure it remains competitive and provides value for money. Charges were increased by 2% in 2016 (see below). Active’s top three competitor comparison.

Proposals for 2017

  1. It is proposed for 2017 that the majority of charges increase by 1.5%. For certain products a higher increase is proposed. Where this is the case explanatory notes are given to justify the proposed raise.

During the twelve months to June 2016 the All Items Retail Prices Index (RPI) for Jersey increased by 1.5%.  The Leisure services and Catering groups saw prices rise, on average, by 2% and 3%, respectively, over the twelve months to June 2016, such that each group contributed +0.2 pp to the annual change of the RPI. Price increases were seen across both groups: the Leisure services group includes entertainment and recreational activities and holidays.

  1. Retail items will continue to be sold at cost with the following additions passed on to the customer i.e.: mark-up, GST & Carriage costs.  Products are sold equal to and below UK RRP

As in previous years once a price has been adjusted it will be rounding up or down.  For example a £27.50 monthly swim pass with 1.5% added would be £27.91.  This would be rounded up to £28.00

It is important to note that we continue to offer free use of facilities and heavily discounted rates for a large numbers of socially disadvantaged groups, clubs & associations, schools and in areas of sport development.
