Appointment of Jersey Fishery Officers
Purpose of the Report
For the Minister to approve a revised list of Jersey Fishery Officers and British Sea Fisheries Officers.
Background
Jersey Fishery Officers may be appointed by the Minister under the Sea Fisheries (Jersey) Law 1994.
British Sea Fishery Officers may be appointed by the Minister under the Sea Fisheries Act 1968 extended to Jersey by the Sea Fisheries (Channel Islands) Order 1973.
In June 2011, following restructuring of the Marine Resources Section, the Minister approved a new list of both Jersey Fishery Officers and British Sea Fishery Officers.
An opportunity has now arisen to appoint two additional Jersey Fishery Officers to supplement the work of the regular Fishery Officers outside of normal working hours.
Discussion
Much of the locally based recreational fishing activity takes place at weekends and outside of normal office hours. Whilst in general such fishermen show a good degree of compliance with the fisheries conservation regulations, there is a need for the occasional presence of a fishery officer at areas where such activity occurs. The presence of the fishery officer serves two purposes, enforcement and education.
The department has recently appointed Henry Glynn in the role of Natural Environment Officer; as part of his duties Mr Glynn visits many of the angling and fishing locations around the Island, often outside of normal working hours. Once appointed as a Fishery Officer, Mr Glynn will incorporate some fisheries enforcement and educational activities during these visits.
The Department has already been well served by an existing Honorary Fishery Officer and Hayley Gueno has volunteered to assist in a similar manner.
Both Mr Glynn and Miss Gueno have received training appropriate to the roles they will undertake.
Apart from the two new appointments, no changes have been made to the list of Fishery Officers approved by the Minister in June 2011.
