Budget Transfer - IT Capital Vote.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Chief Minister agreed the transfer of up to £3,800,000 from the Chief Ministers IT Capital Vote to the ISD Revenue 2008 Budget non-recurringly.

In MD-C-2007-0072 the Chief Minister agreed the principle of this transfer for 2008.

Reason(s) for Decision: 

The Treasury undertook a review of the expenditure made against the IT Capital Budgets in 2006 in preparation for GAAP compliance.  It was recognised that much of the expenditure was of a revenue nature and would be more appropriately recognised in the revenue accounts.  It was not practical to implement a permanent budget transfer in advance of GAAP (2009) so it was agreed that in year transfers would be made in 2008. 

This transfer will provide that the full revenue cost for corporate IT is presented in the Chief Ministers accounts at year end and thereby increase the visibility of States IT spend.

Resource Implications: Nil – transfer between capital and revenue budgets.

Action required: Treasury and Resources Finance Director to action budget transfers.

ISD Budget Transfer  
 

Purpose of the report  

To request approval for the transfer of up to £3.8m budget from ISD capital to ISD revenue required by a change in accounting treatment.   

Background  

Some time ago, a review of the expenditure in ISD found that significant spend was being recorded against capital budgets that would be more appropriately reported in the States’ revenue accounts. 

The change in accounting treatment improves the financial reporting, visibility and management of this expenditure as it will be subject to revenue processes such as monthly reporting and forecasting, States budget approval and efficiency and other savings targets.  

A similar transfer was agreed by the Chief Minister in 2006 for £2.84m and in 2007 for £3.04m.  

In December 2007, through MD-C-2007-0072 the Chief Minister agreed the principle of this transfer for 2008.  

To support the 2008 ISD programme the planned level of expenditure from the Capital allocation was £4m. However, due to slippage in the project timetable, only £3.8m has been spent. The balance of £0.2m will be drawn down during 2009, when appropriate project milestones have been achieved.  

reCOMMENDATIONS  

To approve the non-recurring transfer of up to £3.8m budget from ISD capital to ISD revenue in 2008, as required by a change in accounting treatment.
