JERSEY TEACHERS’ SUPERANNUATION FUND
BOARD OF MANAGEMENT NOMINATIONS
Purpose of the Report
The Chief Minister is asked to approve the nominations to the Board of management of the Jersey Teachers’ Superannuation Fund.
Background
Paragraph 3 of the Teachers’ Superannuation (Administration) (Jersey) Order 2007 requires the following – that membership of the Board of Management consists of twelve representatives in total, 2 to be recommended by the Chief Minister, 2 by the Minister for Treasury and Resources, and 2 by the Minister for Education, Sport and Culture whilst the remaining six are nominated by the relevant teacher’s representative bodies.
The Chairman of the Board, Mr Ron Amy, was appointed by the Chief Minister in 2007, and holds office for the period agreed to by a majority of the member representatives and a majority of the employer representatives.
Comments
The Treasury and Resources Minister has recommended the nominations of Mr Robin Harris and Mr Jason Turner. The Minister for Education, Sport and Culture has recommended the nomination of Mr Terence Le Sueur and Mr Tom McKeon. The Chief Minister is recommending Mr Daniel Thebault and Mr John Mills.
The relevant Teachers’ representative bodies have nominated 5 members of the Management Board of the Jersey Teachers’ Superannuation Fund; a further nomination will follow in due course. (See attached appendix for additional information).

Recommendation
That the States Employment Board agree that the eleven nominees identified above have the requisite experience, skills and background to act in the capacity of representatives on the Jersey Teachers’ Superannuation Fund Board of Management and approves their nominations accordingly. Following which the Chief Minister will be asked to sign the Ministerial Decision implementing the decision.

EMPLOYER NOMINEES
Mr Robin Harris – Mr Harris has extensive financial, accounting and investment experience working in various roles within the States of Jersey between 1970-2003, culminating in the post of Deputy Treasurer of the States. He is a Fellow of the Chartered Association of Certified Accountants and a Fellow of the Chartered Institute of Management Accountants. Mr Harris was first appointed to the JTSF Management Board in 2007.
Mr Terence Le Sueur – Mr Le Sueur will be known to Members as a former States Member with particular experience in the field of pensions generally. He brings considerable experience to this role from a variety of perspectives. Having previously been a member of the States Employment Board, and latterly its chairman, he has an understanding of employer needs in this area.
As President for several years of the Employment and Social Security Committee, and more latterly with the Treasury function, Mr Le Sueur has had many years practical experience in the analysis of actuarial advice and valuations relating to pension schemes, and is well up to date with current thinking in these matters. He was also involved as a political representative on various fund investment sub-committees. Previously Mr Le Sueur spent many years as a practising Chartered Accountant before retiring in 2000.
Mr Le Sueur has the requisite experience, skills and background to act in the capacity of representative of the Employer’s side of the Public Employees Contributory Retirement Scheme Committee of Management.
Mr Tom McKeon – Mr McKeon has held the post of Director of Education, Sport and Culture for 10 years, prior to which he was Assistant Director (Schools and Colleges) from 1992 to 1997. His earlier career was in schools in the United Kingdom, followed by two headships in the Island. Mr McKeon was first appointed to the JTSF Management Board in 2007.
Mr John Mills
Mr Mills’ 33 year public service career, until his retirement in 2007, included appointments as Director of Rural Policy at the Department for Environment, Food and Rural Affairs, as Chief Executive, Policy and Resources, States of Jersey, and as Chief Executive of Cornwall County Council. Earlier in his career his roles in the UK Home Civil Service included Director of Consumer Affairs at the Office of Fair Trading and a three year spell as a member of the Prime Minister’s Policy Unit, serving both Mrs Thatcher and John Major. He also spent five years in the 1980s on secondment to the Government of Hong Kong.
In 2009 Mr Mills was appointed as a Commissioner of the Jersey Financial Services Commission, and in 2010 as a member of the Harbours and Airport Shadow Board. He is an Income Tax Commissioner of Appeal and a member of the States Members Remuneration Review Body. He is also a member of the Board of the Port of London Authority.
He studied at the University of Oxford, where he took first class honours in Modern History in 1971, subsequently being elected as Domus Senior Scholar at Merton College.
Mr Daniel Thebault - a Jerseyman, after studying to post graduate level at Imperial College of Science and Technology, Daniel Thebault joined a major International bank and spent much of the next 15 years in management roles in different parts of Africa, Central America and Europe.
He then returned to Jersey to join Hambros Bank and, over the next 15 years, was part of its senior management team, gaining further extensive investment experience on the international front and as a director of the banks fund management business. As well as his banking background, he also became a member of the Securities Institute and the Society of Trust and Estate practitioners (STEP).
Since retiring in 2003, Mr Thebault has undertaken various local and overseas consultancy assignments, worked with the investment arm of the major Austrian Bank Raiffeisen, and more recently, a boutique corporate high yield bond manager from New York. He also periodically lectures on cruise ships”
Mr Jason Turner – Mr Turner is currently Deputy Treasurer of the States and Director of Finance for the Health and Social Services Department. He has worked for the States since 2000, previously holding senior finance posts within the Treasury and Department of Health and Social Services. He is a member of the Chartered Institute of Management Accountants. Mr Turner was first appointed to the JTSF Management Board in 2007.
EMPLOYEE NOMINEES
Mr Christopher Beirne – Headmaster of Beaulieu School nominated by the Jersey Association of Headteachers (JAHT). Mr Beirne was first appointed to the JTSF Management Board in 2007.
Mr Gary Burton – Teacher at Victoria College nominated by the National Union of Teachers (NUT). Mr Burton was first appointed to the JTSF Management Board in 2007.
Ms Dawn Croke – Jersey born teacher who is currently the Head of Art at Beaulieu School. Ms Croke was previously the Head of Art and Head of Year at Le Rocquier School and has a Bachelor of Design degree. Ms Croke has been nominated by NASUWT.
Rev'd Robin Dupré – Curate at Grouville Church, retired teacher from Hautlieu School nominated by the Association of Teachers and Lecturers (ATL). Mr Dupré was first appointed to the JTSF Management Board in 2007.
Mr Rob Elvidge – Lecturer in Information Technology nominated by NASWT. Mr Elvidge was first appointed to the JTSF Management Board in 2007.
