Sports Division facilities and services: Changes to fees and charges for 2020

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  Changes to fees and charges for 2020 for Sports Division facilities and services.

Decisions:

The Minister approved the changes as set out in the attached report for the Sport Division of the Economy and Partnerships Directorate of the Growth, Housing and Economy Department.

Reason for Decision:

The Minister for Economic Development, Tourism, Sport and Culture is required to approve the increase in fees and charges for those areas of the Growth, Housing and Expenditure Department for which he has responsibility, specifically the Sport Division of the Economy and Partnerships Directorate.

Resource Implications:

Any increased income will offset inflationary and staff cost increases within Government of Jersey budgets in 2020. There are no additional staffing implications resulting from this decision.

Action required:

Finance Director to notify the Operations Director of the Sport Division and the Group Director of Economy and Partnerships that this decision has been approved.

Background

 

Sport Division fees for indoor and outdoor activities are applied uniformly across the nine Government facilities - Fort Regent, Les Quennevais, Springfield, Oakfield, Langford, Haute Vallée, FB Fields, Grainville and the Airport Playing Fields. This provides consistency of pricing for the paying public.

 

Fees are increased annually in line with Treasury recommendations and have been at 2% in 2016, 1.5% in 2017, 2% in 2018 and 2.5% in 2019. These increases have been below the June Jersey Retail Prices Index (RPI) in each of those years.  

 

The Government of Jersey, Jersey Sport and fee-paying schools will continue to be charged 50% of the full commercial hire rate. The Sport Division also offers free use of facilities and heavily discounted rates for socially disadvantaged groups, clubs and associations, schools and areas of sport development. 

 

Active membership permits use of three centres for the price of one.

 

GST of 5% applies to all products charged to customers although Government departments and schools are exempt. Permit parking prices are also subject to GST.  

 

In setting charges for the year ahead, the Sport Division undertake an annual review of charges applied in the private health and fitness sector in Jersey to ensure the Sport Division remains competitive and provides value for money.

Increases for 2020

During the 12 months to June 2019 the All Items RPI for Jersey increased by 2.8%. The recommendation for 2020 is to implement a global update across services and facilities of 2.5%. the prices will be rounded up or down to the nearest 10p for ease of use. There are some exceptions above 2.5% where there would otherwise be little or no increase:

 

  • Exercise Class – currently £7.80

2.5% increases it by 19.5p to £7.99.5. This will be rounded to £8.00, an additional 0.005p increase and 2.56%.

 

  • Equipment Hire – currently £2.70

2.5% increases it by 7p to £2.77. This will be rounded to £2.80, an additional 3p increase and 3.7%

 

  • Swim Junior – currently £3.20

2.5% increases it by 8p to £3.28. This will be rounded to £3.30, an additional 2p increase and 3.12%.

 

  • Swim Senior – currently £1.45

2.5% increases it by 4p to £1.49. This will be rounded to £1.50 an additional 1p increase or 3.45%.

 

  • Monthly Swim School – currently £15.50

2.5% increases it by 0.39p to £15.89.  This will be rounded to £15.90, an additional 1p increase and 2.60%.

 

The overall increase of Play and Play activities is 2.46% and 2.23% for Active Memberships and Active Swim School, resulting in an overall average of 2.35%.
