INTRODUCTION OF A TRIAL EVie PARK AND RIDE SCHEME IN VICTORIA AVENUE
LAY-BYS 3 AND 6
Purpose of the Report
To introduce the EVie Park and Ride scheme using spaces in Lay-bys 3 and 6 on Victoria Avenue for a trial period of six months from Monday 19 April 2021.
Background
In support of the Sustainable Transport Policy, the Government of Jersey has agreed to support a six month trial of a park and ride scheme in conjunction with EVie. The trial period will enable EVie to gather data on the uptake of this so it can be used to assess the success of the trial and help to determine whether the scheme continues or not.
Discussion
The provision of two parking spaces in both Lay-by 3 and Lay-by 6 on Victoria Avenue will enable EVie to provide rental electric cycles from these locations for use by motorists who wish to park outside the St Helier Ring Road, thus benefiting from the half price parking, and then cycle in from these two car parks. Surveys have shown there is available space in both these locations to release two spaces for this purpose. During the trial period it is proposed the four spaces will be provided free of charge whilst the scheme is evaluated.
The bays will be set aside solely for use by EVie cycles and will be signed as such, there will be no infrastructure installed at this time, for example cycle racks.
EVie will promote the scheme during the trial and will be responsible for gathering all appropriate data to be used to evaluate the success of the scheme. This data will be shared with Infrastructure, Housing and Environment throughout the trial.
Currently there are no cycle rental opportunities in these locations so the data being collected will be reliable.
Once the trial period finishes a decision can be recommended on whether the trial continues or not, and if any charges for the parking spaces are to be applied.
Conclusion
The six month trial of the EVie Park and Ride scheme from Lay-Bys 3 and 6 on Victoria Avenue will enable reliable data to be gathered which will be used to determine whether the scheme continues or not. Support for the trial is in line with the aims of the Sustainable Transport Policy by helping to encourage alternative methods of transport which are less damaging to the environment and which help to reduce congestion within the St Helier Ring Road. This is also in line with the decision of the States for the Island to become carbon neutral by 2030.
Recommendations
The Minister is recommended to approve supporting the six month trial of the EVie Park and Ride scheme using two parking spaces in both Lay-by 3 and Lay-by 6 on Victoria Avenue.

To support the six month trial of the EVie Park and Ride scheme which supports the aims of the Sustainable Transport Plan.
Resource Implications
Infrastructure, Housing and Environment - officer time, signage £200. There is no expected loss of parking income as surveys show both these car parks have unused spaces.
Action Required
Officers to advise EVie of the decision and to install temporary signage as required in the four allocated spaces.
