Register for Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey; Review of 1-2 Clifton Place, Ann Street, St. Helier
This report has been prepared by the Jersey Heritage Trust as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the registration of historic buildings and sites.
The Planning and Environment Department requested on 28 August 2007 that the Jersey Heritage Trust assess the architectural, historical and other interests of 1-2 Clifton Place ahead of discussions with the Ministerial Registration and Listing Advisory Group.

Relevant interests of the site (also see assessment form)
1-2 Clifton Place were first registered in 1992 and are currently on the Historic Buildings Register as BLIs.
1-2 Clifton Place are a pair of 1880s houses, originally fronting a group of similar houses set around an internal courtyard. Clifton Place was incorporated into a States housing scheme in the 1970s, as a result of which the other houses in the group were demolished, and Nos.1-2 lost their front gardens, chimneys and decorative ridge tiles. Despite this the houses retain historical and architectural interest in that they are a remnant of the courtyard buildings now rare in St Helier, are unusually built of buff brick with decorative moulded brick arches, and make a positive contribution to the streetscape.
Advice received (MRLAG or others)
MRLAG discussed the interests of the houses at its meeting on 8 October. Members advised that the refurbishment of these properties was pioneering in its day and generally considered to be successful in safeguarding the future of these historic buildings. Members were unanimous that the houses have group value and make a positive contribution to the streetscape, retaining sufficient architectural and historical interest to merit retention on the Register as BLIs.
JHT recommendation
Taking into consideration the surviving character and interest of the houses, and their unusual brick construction, it is proposed that 1-2 Clifton Place merit retention on the Register as BLIs.
Justification relating to criteria
1-2 Clifton Place satisfy the criteria for registration as Buildings of Local Interest as set out in the Interim Policies for the Conservation of Historic Buildings, which states that ‘Buildings included in the Register are those which retain their historic form and detail, and so make a significant and positive contribution to the architectural and historical character and appearance of Jersey’.
The interest of the houses is amplified by the positive contribution they makes to the streetscape and their group value with Nos.33-39 Ann Street.
