Purpose of the Report
The purpose of this report is for the Minister for Planning and Environment to consider the retention of Manor House Farm, La Rue des Bas, St Lawrence on the List of Sites of Special Interest.
Background and discussion
The carrying out of unauthorised work to this property, a proposed Site of Special Interest, was brought to the attention of the department at the beginning of April 2009, following a recent change of ownership. Owing to the potential risk to the interest of the site it was provisionally added to the List of Sites of Special Interest on 02 April 2009 under delegated powers.
Notice was duly served on the owner of the building the owner providing opportunity for representations to be received. The owner has responded such that he has ‘no problem’ with the proposed designation as a Site of Special Interest (representation dated 09 April at appendix 1). An interested member of the public has also supported the Listing of the site.
The building and site has been assessed by Jersey Heritage and its report, including the views of the Ministerial Registration and Listing Advisory Group, is attached at appendix 2, together with the schedule and plan of the site.
Recommendation
On the basis of the above, Jersey Heritage recommend that this building should maintained on the List of Sites of Special Interest on the basis of its architectural and historical interest, in accordance with criteria for designation. In addition, Jersey Heritage also considers the site to have archaeological interest and accordingly recommended that it also be designated as an Area of Archaeological Potential (AAP).
Reason(s) for Decision
The retention of Manor House Farm, La Rue des Bas, St Lawrence as a Site of Special Interest is in accordance with the criteria for assessment and designation on account of its architectural and historical interest.
The designation of the site as an Area of Archaeological Potential (AAP) is also in accordance with the criteria for assessment
Legal and resource implications
Article 52(2)(b) of the Planning and Building (Jersey) Law 2002 enables the Minister to include on the List of Sites of Special Interest, those buildings and places that the Minister is satisfied has public importance by reason of the special archaeological, architectural, artistic, historical, scientific or traditional interest that attaches to the building or place.
Article 6 of the Law enables the Minister to issue policy and guidance in respect of areas of the development of any area of land.
