Assisted Home Ownership Band 5 Waiting List: Transfer to Andium Homes

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision and reason for the decision

The Minister approved the transfer of the Assisted Home Ownership Band 5 Waiting List to Andium Homes and approved the Service Level Agreement with Andium Homes for the administration of the service.

 

The 2019 independent Review of Access to Social Housing in Jersey report included a recommendation to “introduce a separate waiting list for households seeking assisted home ownership”. The Minister approved the recommendation in the Ministerial response to the review (S.R.143/2019) and has agreed to transfer the Band 5 assisted home ownership waiting list to Andium Homes.

 

Andium will take over the administration of all assisted ownership schemes on behalf of the Government of Jersey. Andium operates the Andium Homebuy scheme and has the commercial knowledge and resources to operate both a waiting list and the allocation of available units for all assisted ownership. The transfer will also enable the Affordable Housing Gateway to concentre resources on social rental applications and broader housing advice and support.

 

Resource implications

There are no resource implications arising from this Ministerial Decision.

 

Andium Homes has a property sales team who can administer the application process and waiting list. The removal of the waiting list will enable Affordable Housing Gateway officers to focus more time and resources on social rented applications.

Action required:

The Minister is to approve and sign the Service Level Agreement with Andium Homes. The Senior Policy Officer shall:

 

a)      send the Data Sharing Agreement for the sharing of customer data to the Director General, CLS, and to the designated officer at Andium Homes for signing; and

b)      request the Housing Gateway to contact all existing applicants registered on the Band 5 Waiting List to gain their consent to hold their application data; and

c)      ensure arrangements are in place for the transfer to take effect during the week of 6-10 September 2021.
