CHANGE OF PARKING ON ST AUBIN’S ROAD
Purpose of the Report
To move the parking and disabled parking areas on St Aubin’s Road at First Tower.
Background
As part of the current resurfacing works being carried out on St Aubin’s Road a review of areas of parking has resulted in a proposed change to the parking and disabled parking at First Tower to make access for large vehicles such as buses to pass more easily. The proposed changes follow a period of consultation and have been highlighted by Liberty Bus.
The current start of parking at the First Tower junction will move further west with the loss of one space. The remaining parking, including the disabled parking area, will move six yards further east than currently situated.
The changes can be implemented as part of the re-opening following re-surfacing of the area.
The changes will result in the loss of two parking spaces on street but the resultant improvement in traffic flow will be of great benefit. Alternative parking is available either in First Tower Car Park on in the Lay-Bys on Victoria Avenue where spaces are available.
The area where parking has been lost will be remarked with a yellow (prohibition) line.
The temporary changes can be introduced under Article 68 of the Road Traffic (Jersey) Law 1956 by the placing of appropriate signage and publication in the Jersey Gazette. The Road Traffic (St Helier) (Jersey) Order 1996 and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002 are created under Article 2 63, 64 and 84 of the Road Traffic (Jersey) Law 1956.
The Road Traffic (St Helier) (Jersey) Order 1996 and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002 are administered by Infrastructure, Housing and Environment.
Discussion
The current parking arrangements on St Aubin’s Road at First Tower have caused problems for larger vehicles such as heavy goods vehicles and buses at peak times as the narrowing of the passing area is insufficient. Moving of the parking and disabled parking will help to alleviate this problem.
Recommendations
The Minister is recommended to approve the moving of the disabled parking on St Aubin’s Road at First Tower and the amendments to the existing yellow (prohibition) line and to instruct Officers to produce the necessary signage, amend the road markings, to advise the public using local media and to place the statutory Gazette inserts.
Reason(s) for Decision
The changes to the existing parking areas on St Aubin’s Road at First Tower will alleviate a traffic pinch point that has been identified and will improve traffic flow as a result.
Resource implication
IHE – Road markings are already included in the resurfacing project so no further costs.
Action Required
Officers to produce and place the appropriate advance notice signage and to advise the public using the local media.
