Budget transfer from the Treasury and Resources Department to fund the cost of costing and absence reporting.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

  1. a recurring budget transfer of £23,600 and manpower of 0.75 FTE from the Treasury and Resources Department to the Transport and Technical Services Department to fund the cost of costing and absence reporting;
  2. notifies the Minister and Treasury and Resources of this decision.

Reason(s) for Decision:  To ensure that the Transport and Technical Services Department has up-to-date costing and absence reporting.

TRANSPORT AND TECHNICAL SERVICES  

BUDGET TRANSFER FROM THE TREASURY AND RESOURCES DEPARTMENT FOR COSTING AND ABSENCE REPORTING  

Purpose of the Report  

The purpose of this report is to seek the Minister’s approval of the recurring budget transfer from the Treasury and Resources Department of £23,600 to fund the cost of costing and absence reporting. 

Background  

As at 3rd June 2000 the Transport and Technical Services Department transferred its payroll and costing/absence reporting staff to the Treasury and Resources Department in an attempt to better identify costs and achieve across the board savings.   

By centralising the payroll function the States of Jersey as a whole has achieved significant savings and service improvement.  However, the Payroll Unit has been unable to produce up-to-date and accurate costing and absence reporting and it has been proposed that the responsibility for these functions should be transferred back to the Transport and Technical Services Department as the Department is best equipped to manage these activities.   

Discussion  

It is intended that responsibility for costing and absence reporting is transferred from the Treasury and Resources Department to the Transport and Technical Department from the 1st January 2008.  Shown below is a summary of the proposed revenue budget and headcount to be transferred:

Finance Direction No.3.6 ‘Variations to Heads of Expenditure’ sets out the procedures for the transfer of revenue funds and states that requests for transfers of revenue funds from one Department to another require the prior approval of the Minister for Treasury and Resources and the relevant ministers party to the transfer. 

Recommendations 

It is recommended that the Minister:  

  1. approves the non-contentious recurring budget transfer of £23,600 and manpower of 0.75 FTE from the Treasury and Resources Department to the Transport and Technical Services Department to fund the cost of costing and absence reporting;

 

  1. notifies the Minister and Treasury and Resources of this decision.

To ensure that the department has up-to-date costing and absence reporting.
