Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey - consideration of appeal against the registration of
Chaumiere de l’Orme, La Rue a Don, Grouville
Purpose of the Report
The purpose of this report is for the Minister to consider an appeal against the registration of Chaumiere de l’Orme as a Building of Local Interest, having regard to the States strategic objective ‘to protect the best of the Island’s architectural heritage’ and a key objective of the Island Plan 2002 to protect and promote Jersey’s built, cultural and archaeological heritage.
Background
This report has been prepared by the Jersey Heritage Trust as part of its responsibility under a Service Level Agreement to make assessments and to provide reports and recommendations to the Minister for Planning and Environment on the registration of buildings and sites. It incorporates the views of the Jersey Heritage Advisory Panel (JHAP) - a group established to provide independent, expert advice on matters relating to the protection of buildings and sites of cultural interest.
Chaumiere de l’Orme was included in the first Historic Buildings Register, published in 1992, and was confirmed as a BLI by the Jersey Building Heritage Sub-Committee during its review of Grouville in 2000.
An appeal against this registration has been received from the owners, Mr & Mrs Kirkham (see letter dated 27 January 2006).
Discussion
Chaumiere de l’Orme is a single storey house built circa 1840. The building retains its historic character and architectural integrity with a high survival of original fabric - notably a fine panelled doorcase, original sash windows and a pair of decorative iron gates to the roadside. Due to its architectural and historical interests, its authenticity and its positive contribution to the scenic value of the area, a recommendation was made to the JHAP that the house merits retention on the Register as a BLI.
This recommendation was presented for discussion by JHAP who carried out an external evaluation of the property during a site visit on 13 March 2006.
Members agreed that the house retains its historic and architectural integrity and as such makes a significant and positive contribution to the scenic value of the area and to the architectural and historical character and appearance of Jersey. The Panel agreed with the recommendation that Chaumiere de l’Orme merits inclusion on the Register as a Building of Local Interest.
Recommendation
Chaumiere de l’Orme should be retained on the Historic Buildings Register as a Building of Local Interest.
Reason(s) for Decision
Chaumiere de l’Orme satisfies the published criteria for registration.
The registration of Chaumiere de l’Orme is in accordance with Interim Policy HB1 which states ‘Historic buildings which contribute positively to the distinctive character or appearance of Jersey’s built-up areas or countryside, particularly where they are of ‘group value’, will be identified and included in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey.’
