REPORT TO THE MINISTER OF HOUSING
PROPOSED INCREASE IN PAID PARKING CHARGES FOR 2014
Purpose of the Report
To request approval for the increase in parking permit charges by 2.5% with effect from the 1st January 2014.
Paid Parking Charges
The Housing Department currently issues a number of permits to allow non-residents to park on estates within the town. The charges for these permits vary between £906.00p.a. in low demand out of town areas to £2,384.00p.a. in the town centre. Parking charges were last increased in 2009 by 18% to bring them into line with the prevailing market conditions at that time.
Comparisons have been drawn with spaces offered by Jersey Property Holdings where the facility is similar to those provided by Housing.
A town centre location for example is currently attracting £2,500p.a. and facilities on the Waterfront (i.e. non-town centre) are attracting £1,800p.a.
A monthly season ticket for public car parks is currently £119.69 inc. GST, £113.99 net. which equates to £1,367.88 per annum.
The schedule below shows the annual charge by estate both before and after the proposed increase.

Financial Direction 4.1 provides the following direction in relation to the increase of fees and charges:
Section 5.12:
The prior approval of the Minister for Treasury and Resources to increase an existing fee or charge WILL NOT be required where the average increase in the fee or charge does not exceed the lesser of 2.5% per annum compounded or RPI(X) over the relevant period.
Section 5.18:
The pricing policy in relation to lease and rentals charged by Departments should reflect market conditions. Where States owned land and property is "let" on the open market the charge should reflect market rates which may not necessarily conform to the 2.5% or RPI(X) increase parameter.
The increase above maintains the prices for permits roughly in-line with prevailing market conditions for the facilities available and does not require the approval of the Treasury and Resources Minister.
The proposed uplift in permit fees will increase annual revenue by £4,800p.a.
Recommendation
That the Minister approves an increase in paid parking charges of 2.5% with effect from 1st January 2014.
