ROAD TRAFFIC (ST BRELADE) (JERSEY) ORDER 1990 AMENDMENT
REQUEST
Purpose of the Report
To obtain Ministerial approval in principle for the Parish of St Brelade to introduce a residents’ parking scheme in Quennevais Park; and to formalise the introduction of a 20 minute disc zone on La Rue du Crocquet.
Background
The Connétable of St Brelade has written to the Minister for Infrastructure to request approval in principle to restrict parking in certain areas of Quennevais Park to resident permit holders only.
Additionally, the Connétable has recently created a 20 minute disc zone on La Rue du Crocquet outside The Trafalgar by Article 68 notice. The trial of this has been a success and the restrictions are now to be formally included in the Road Traffic Order.
Discussion
New Schedule and Articles required to create a Residents’ Parking Scheme in Quennevais Park
The Connétable of St Brelade, in a letter dated 20 January 2016 and following his consultation with residents of Quennevais Park, wishes to restrict parking in two car parks in Quennevais Park, as shown on the attached Parish plan, to vehicles belonging to residents of specified properties (No’s 10 – 29 and No’s 39 – 58).
The conditions associated with the proposed scheme are as follows:
- Maximum time length to leave a vehicle without moving is one month to allow for normal holidays, extended time could be at the discretion of the Connétable.
- An annual permit to be renewed three months after the Article is initially enacted.
- The fee of £40 per year / per permit (initial fee of £10 for the three months).
- The Quennevais Park Zone would include the areas highlighted on the attached plan.
- The Residents Parking Zone applies 24/7 there is no provision for visitor parking.
- Applications are solely for persons residing within the Zone and the vehicle must be registered to the residing address.
- 60 parking permits will initially be issued for 24 spaces.
The principles are broadly similar to those that apply to the existing residents’ parking schemes in St Helier.
Addition to Schedule 5: Parking Discs, 20 Minute Limit
La Rue du Crocquet – East side, (from a point 12 yards from its junction with Mont Les Vaux to a point 12 yards further north).
Recommendation
The Minister is recommended to approve the request.
Reason(s) for Decision
To approve the Connétable of St Brelade’s request to introduce a residents’ parking scheme in Quennevais Park, St Brelade and 20 minute disc parking on La Rue du Crocquet.
Resource Implications
Department for Infrastructure officers’ time to advise and assist the Parish.
Action Required
Officers to instruct the Law Draftsman to prepare an Amendment to the Order for subsequent submission to the Minister.
