Fire and Rescue Service - promotion

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Recommendation For Promotion To The Rank Of Assistant Divisional Officer

Dear Minister.

Following the retirement of the former Deputy Chief Fire Officer in May 2005 one of the Assistant Divisional Officer posts was filled on a temporary basis, pending a review of the senior management structure at year end. That review has now been completed and has identified the continuing need for five senior managers, meaning that the temporary appointment could be advertised as a substantive rank.

An internal assessment and selection procedure was undertaken on the 13th and 16th January 2006. Candidates were required to produce a management report before the assessment procedure and undertake psychometric testing, an “in-tray” exercise and give a presentation before undergoing structured interview. All items were assessed against the competency set for senior managers. The Selection Board comprised the Chief Fire Officer, Divisional officer J Elliott and Mrs A Sugden (Senior Home Affairs Human Resources Manager).

The Board was unanimous in judging Station Officer Paul Brown to be the best of the four candidates who applied for the post and consequently I recommend his promotion effective of 1st February 2006.

Paul Brown is 31 years of age and joined the Fire & Rescue Service in July 1994. He has served as a Firefighter and Leading Firefighter operationally and as Sub Officer and Station Officer both operationally and on specialist staff duties. Most recently he has held the Temporary Assistant Divisional Officer post.

He is a keen, well respected and competent Officer who will continue to be an asset to the Service in a senior Officer role in the years to come.
