MANAGEMENT BOARD - NOMINATION
Purpose of the Report
The Chief Minister is asked to approve a nomination to the Management Board of the Jersey Teachers’ Superannuation Fund (JTSF).
Background
The Teachers’ Superannuation (Jersey) Law 1979 made provisions for pensions and other similar benefits payable to and in respect of, teachers and certain other persons employed in connection with the provision of educational services. The major changes introduced in 2007 established a Management Board to oversee the running of the Fund.
Paragraph 3 of the Teachers’ Superannuation (Administration) (Jersey) Order 2007 requires the following – that membership of the Management Board consists of twelve representatives in total, 2 to be recommended by the Chief Minister, 2 by the Minister for Treasury and Resources, and 2 by the Minister for Education, Sport and Culture.
The remaining six are nominated by the relevant teacher’s representative bodies.
Comments
Mr Robert Elvidge, a current member of the Management Board of the Jersey Teachers’ Superannuation Fund and a member of the National Association of Schoolmasters Union of Women Teachers (NASUWT), has tendered his resignation from the Board with effect from 31st December 2013.
NASUWT has nominated Mr Adrian Desmond, a member of NASUWT, as a replacement for this position. Ms Marina Mauger, a senior representative for NASUWT, has confirmed that NASUWT has given their full support for Mr Desmond to become a member of the Board.
If appointed Mr Desmond will take up his position on the Board from 1st January 2014 to 31st December 2015, i.e. for the remainder of this term of office. This will ensure a seamless transition of Management Board members.
Recommendation.
That the Chief Minister agrees that the nominee identified above has the requisite experience, skills and background to act in the capacity of representative on the Jersey Teachers’ Superannuation Fund Management Board and approves his nomination.
EMPLOYEE NOMINEE BACKGROUND
Mr Adrian Desmond - Lecturer at Highlands College, nominated by a member of the board and fully supported by the NASUWT. Mr Desmond is a qualified electrical engineer and has been teaching electrical installation at Highlands College since 1998.
