Longueville Road, St. Saviour: Road Safety Improvements

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s): The Minister approved safety improvements for Longueville Road including the placement of:

  • three new signal controlled pedestrian crossings at Miladi Farm Shops, Victor Hugo Wine Warehouse and the footway linking to Clos Gosset.
  • New yellow box markings on Longueville Road at Plat Douet Road and Rue des Pres Junctions

 

Reason(s) for Decision: To provide a range of improvements to safety and ease of crossing Longueville Road on foot.

 

Resource Implications: DfI and Law Officer time and £250,000 capital budget from the 2018 capital programme

 

Action required: Officers to commence design and implement the scheme. Officers to instruct the Law Draftsman to prepare an Amendment to the Road Traffic (St Saviour) (Jersey) Order 2000 Order for subsequent submission to the Minister.

LONGUEVILLE ROAD SAFETY IMPROVEMENTS

 

 

Purpose of the Report

 

To request the Minister to approve the Longueville Road Safety Scheme including the installation of:

 

  • three new signal controlled pedestrian crossings at Miladi Farm Shops, Victor Hugo Wine Warehouse and the footway linking to Clos Gosset
  • New yellow box markings on Longueville Road at Plat Douet Road and Rue des Pres Junctions

 

 

Background

 

There is a history of requests from the public for improvements on Longueville Road, however historically proposals have not been agreed by all the parties involved. Since August 2017 Officers have been working closely with the Parish of St Saviour and local representatives as a joint Project Board to come up with fresh proposals which will have wide ranging support from the community.

 

Following an information gathering drop-in in September the board discussed the public feedback and available data before instructing officers to develop some options. The board then reviewed those options before selecting some to be taken to a public consultation.

 

A drop-in session was held on 25th January 2018 for members of the public to view the proposals, the information was also at the Parish Hall for a week after the drop-in. The public response to the consultation was predominantly positive with only a handful of objections which could not be dealt with by design changes. The board unanimously agreed to recommend a slightly revised design to the Minister.

 

 

Proposal

 

The proposed scheme is:

  1. Signal controlled crossings at:
  • Miladi Farm shops
  • Bus stop adjacent Victor Hugo Wine Warehouse
  • The end of the footway from Clos Gosset
  1. Widened footway, alterations to the bus layby and bus shelter at Victor Hugo Wine Warehouse
  2. Review of anti-skid at Rue des Pres junction
  3. Yellow Box junctions on Longueville Road at:
  • Rue des Pres junction
  • Plat Douet Road junction
  1. Dropped kerbs and tactile paving at Plat Douet Road and Clos Gosset
  2. Install anti-skid at Plat Douet Road junction

 

 

Recommendation

 

The Minister is recommended to approve the implementation of the scheme including Signal controlled crossings at:

 

  • Miladi Farm shops;
  • Bus stop adjacent Victor Hugo Wine Warehouse;
  • The end of the footway from Clos Gosset.

Resource Implications

 

The project is estimated at £250,000 and is to be funded from the 2018 Capital Programme.
