Island Games: Travel to Bemuda: Contingency Funding

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s): 

The Minister for Treasury and Resources approved a 2012 request for non-recurring contingency funding totalling £30,000 from the T&R Corporate Contingency to the Education, Sport and Culture Department for costs associated with the Island Games teams’ travel to Bermuda.

Reason(s) for Decision:  

Article 2(6) of the Public Finances (Transitional Arrangements) (Jersey) Order 2011 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure. 

Resource Implications:  

The Education, Sport and Culture Department revenue head of expenditure to increase by £30,000 and the T&R Corporate Contingency to decrease by an identical amount.  This decision does not change the total amount of expenditure approved by the States for 2012.

Action required:  

Head of Financial Management, Accounting and Reporting to notify the Assistant Accountant, Financial Accounting and Control, the Finance Manager, Financial Performance Reporting and the Head of Financial Planning that this decision has been approved.

Contingency Funding to ESC for Island Games team travel

 

 

  1. Purpose of Report

 

To enable the Minister for Treasury and Resources to approve a 2012 request for non-recurring contingency funding totalling £30,000 from the T&R Corporate Contingency to the Education, Sport and Culture Department (ESC) for costs associated with the Island Games teams’ travel to Bermuda.

 

 

  1. Background

 

The Island Games will next be held in Bermuda in 2013. Financial assistance in the form of travel subsidy is being provided to those individuals who will be participating in the games. ESC will currently be providing a grant of £50,000 and the Islands Games Association of Jersey will provide £20,000 from their reserve.

 

 

The 2015 Organising Committee in partnership with the Island Games Association of Jersey, are developing ideas as to how to increase participation, raise standards and involve as many people as possible in the Island Games. They have already met with various groups and all participating sports to form their ideas. Each sport has been asked to develop a plan to increase participation and to put on events to raise the profile of sport and the Island Games. They are also working with Culture organisations to put on events in conjunction with the Games.

 

  1. Request for additional funding

 

The Minister for Treasury and Resources has received correspondence from the Assistant Minister for Education, Sport and Culture seeking a £30,000 contribution from the Treasury. This will be in the form of a budget transfer to ESC to allow the grant to be increased to £80,000.

 

It is therefore anticipated that this funding will allow for increased participation of Island athletes in Bermuda which will provide a strong foundation for the 2015 games which will be hosted in Jersey.

 

 

3. Recommendation

 

The Minister for Treasury and Resources approved a 2012 request for non-recurring contingency funding totalling £30,000 from the T&R Corporate Contingency to the Education, Sport and Culture Department for costs associated with the Island Games teams travel to Bermuda.

 

 

4. Reason for Decision
