Weighbridge Place Pedestrian Crossing Improvements.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:   The installation of three raised table zebra crossings, with belisha beacons, at the junction of Weighbridge Place and the Esplanade, so that pedestrians can easily walk from the re-developed Weighbridge to Liberation Square and the Esplanade.

Decision(s):  The Minister approved the proposal to provide pedestrian crossings at the location and as detailed above.

Reason(s) for Decision:  To allow the installation of improved pedestrian facilities on the highways around the Weighbridge, at the same time that the Waterfront Enterprise Board (WEB) are re-developing that site.

Resource Implications:

The total cost of the works including the design are to be funded by WEB.

TRANSPORT AND TECHNICAL SERVICES  

WEIGHBRIDGE PLACE PEDESTRIAN CROSSING IMPROVEMENTS  
 

Purpose of the Report  

To gain the Minister’s endorsement for the installation of three raised table zebra crossings at the junction of Weighbridge Place and the Esplanade, so that pedestrians can easily walk from the re-developed Weighbridge to Liberation Square, and the Esplanade.   
 

Background  

The Waterfront Enterprise Board Ltd (WEB) are currently re-developing the Weighbridge, following the move of the buses to Liberation Station. As part of these works Transport and Technical Services have been working with WEB to provide improved pedestrian facilities on the highways in the immediate area.  
 

Discussion  

Following the move of the buses from the Weighbridge to Liberation Station, the Weighbridge area has been transferred to the administration of WEB. WEB is currently re-developing the area to create an open public space which will be used for a wide variety of activities, for example, open air markets. These uses will lead to pedestrians getting to and from the area in a different manner to that previously, and it is considered necessary to provide more controlled pedestrian crossings in the area of Weighbridge Place.  

Records show that there have been pedestrian injury accidents in Weighbridge Place. Therefore, it is considered appropriate to keep traffic speeds in this location low, through the use of vertical traffic calming (speed bumps). A raised table zebra crossing has been installed at the southern end of Mulcaster Street as well as a raised junction zebra crossing at the junction of The Esplanade and Conway Street. These are working well and have successfully slowed down traffic in the area. 

Zebra crossings should be clearly visible to drivers, and should therefore include the provision of belisha beacons. 

The triangular Island at the junction of Weighbridge Place and The Esplanade should be provided with three raised table zebra crossings with belisha beacons, on each of the roads which have to be crossed so that this Island can be used easily as a staging point for pedestrian journeys to and from the Weighbridge, Liberation Square and The Esplanade. See the attached drawing.    

WEB have agreed to fund the total cost of these works including the detailed design. 
 

Conclusion  

Three zebra type raised table crossings each with two belisha beacons should be provided at the junction of The Esplanade and Weighbridge Place. 
 

Recommendation:-  

The Minister is recommended to approve the pedestrian facilities detailed above.
