Employment Forum Membership
Background
The Employment Forum (the ‘Forum’) is intended to consist of nine members, appointed on the basis of their interest in employment relations and diversity of backgrounds, with three employer, three employee and three independent representatives. The Employment (Jersey) Law 2003 (the ‘Employment Law’) requires that members are appointed by the Social Security Minister (the ‘Minister’).
Although the Employment Law does not limit the number of terms that a Forum member may hold, the Forum has proposed that, in accordance with good practice, after a member has served two three year terms, their position should be openly advertised. It is vital to provide a balance between introducing new perspectives and skills, as well as providing some continuity amongst the membership with the retention of knowledge and experience.
Extension of terms of office
The first terms of three members of the Forum are due to expire on 30 November 2012. The Minister has agreed that the term of office of each of the following members should be extended for three years:
Mrs Helen Ruelle has been the Chairman of the Forum since 1 November 2011. Mrs Ruelle is a Partner and Head of the Jersey Employment Law team at Mourant Ozannes, where she has worked since 2001. Mrs Ruelle is a Jersey advocate and an English solicitor (non-practising) and has over ten years' experience of employment law, both in Jersey and the UK. Mrs Ruelle is also co-head of the firm's competition law team as well as advising on data protection, regulation of undertakings and general commercial work (both contentious and non-contentious). Prior to joining Mourant Ozannes, Mrs Ruelle worked as a commercial lawyer in the UK in both private practice and as an in-house lawyer in local government. Mrs Ruelle is also a member of the Employment Lawyers' Association and the Institute of Directors.
Miss Barbara Ward is a co-opted member and representative for the Jersey Civil Service Association for pension matters. Miss Ward’s previous experience includes 23 years of lead trade union roles for the Royal College of Nursing, including Lead Negotiator, Chairman, Secretary, Convenor and Lead Steward. Miss Ward is also currently a trustee of the States Public Employees Contributory Retirement Scheme.
Mr Thomas Quinlan is the Human Resources Director for the Hotel de France, with responsibility for all recruitment, selection, training, development, human resources strategy and payroll within the Hotel. Mr Quinlan has more than 20 years experience working in the hospitality industry, both in Jersey and a number of award winning hotels in the United Kingdom, including roles managing hotel food and beverage operations, restaurants, bars and large conference and banqueting events. Mr Quinlan has recently passed an Institute of Leadership and Management (ILM) Level 5 qualification in Jersey Employment Law.
