THE PROVISION OF FIVE NEW BUS SHELTERS
Purpose of the Report
To approve the installation of five new bus shelters in support of the States of Jersey Strategic Plan and the Sustainable Transport Policy.
Background
The States of Jersey Sustainable Transport Policy sets a goal of improving bus usage by 100% by 2015. In addition to improvements to bus schedules and services, the on street facilities for bus users will need to be improved. Bus shelters can make life considerably better for bus users and the Department has frequent requests for such improvements.
Discussion
The Department has identified five locations where bus shelters can be installed:
- Grouville Arsenal (southbound)
- Corbière Terminus
- Clos des Sables (eastbound)
- Dicq Slipway (westbound)
- Midland Stores, Maufant (southbound).

The bus shelters will be located on land already in Public ownership at each of these locations.
The erection of bus shelters has been deemed to be permitted development by the Planning Department, which means the Minister for Transport and Technical Services can install the shelters in accordance with the Planning and Building (General Development) (Jersey) Order 2011. The Department has therefore not had to make a planning application.
However, to ensure that the public are aware of the proposals, a drawing similar to those which would have been required for a planning application has been prepared and placed on the States of Jersey website consultation pages. Site notices were erected at the sites and the public invited to comment over a four week period.
A total of 36 responses were returned during this period, of which 20 were relating to the five identified sites. The remaining correspondence was related to requests for shelters at other sites (see attached Consultation Report). The public response has been very positive with a total of 95% of the responses relating to the five sites being in favour of the shelters. One response referring to the site at Midland Stores in Maufant was in favour of a shelter but believed it was in the wrong place. They would like to see it positioned away from the junction with La Rue du Trot and placed in the corner of a field adjacent to La Rue du Ponterrin. The location of this site has been a matter of lengthy discussions both with residents and the Connétables and Deputies of both St Saviour and St Martin. The Connétables and Deputies are in support of the shelter in the position shown on the plan. The Connétable and Roads Committee of St Brelade are supportive of the two shelters within their Parish.
Recommendation
The Minister is recommended to approve the installation of the five bus shelters, one at the Grouville Arsenal southbound, one at the stop at Corbière, one at Clos des Sables, one at Dicq Slipway and one opposite Midland Stores in Maufant.
Reason(s) for Decision
To provide bus shelters at suitable locations to improve facilities for bus users, in accordance with the States of Jersey Strategic Plan and the Sustainable Transport Policy.
Resource Implications
The shelters can be funded from the 2014 Sustainable Transport fund allocated for the purpose of providing bus shelters.
Action Required
Assistant engineer to arrange for the shelters to be procured and erected.
