THE TOUR DE BRETAGNE 2007 APPLICATION
Purpose of the Report
To obtain ‘Ministerial Decision’ regarding approval of road closures and traffic restrictions for the purpose of hosting the Prologue to the Tour de Bretagne to be held on Wednesday 25th April 2007.
Background
The Tour de Bretagne is one of France’s most high profile annual cycle races. Jersey Tourism (Economic Development Department) has arranged for the Prologue (time trial) to this year’s tour to be held in Jersey. The Transport & Technical Services Department has been asked to implement an Order under the Entertainments on Public Roads (Jersey) Law 1985 to enable the event to take place on Victoria Avenue (the Site), along with a number of other provisions preparatory to holding the event.
A draft order has been prepared and circulated to the Connétables of St. Helier and St. Lawrence, for consultation in accordance with the law. For the purpose of this Order the Minister for Economic Development is the Promoter.
Discussion
The cycle race to be held on Victoria Avenue, starts and finished at West Park. Practice runs beginning at 10.30 am, through to the start of the race at 11.45 am; the race finishes at 2 pm. Taking into account enabling and clearing work, the Promoter will require the closure of Victoria Avenue between 9.15 am and 5 pm. Total traffic management and road closure measures required will be similar to those currently implemented for the Battle of Flowers, with traffic diverted on to La Route de St. Aubin between West Park and Bel Royal.
Between 5 am and 9 pm the Promoter also wishes to use:
§ Lay-by 1 and the area surrounding the first shelter at West Park for support vehicles and competitor tents. This area is likely to receive many visits from members of the public wishing view the ‘warm up’ activities and race starts, therefore it is considered not practical to permit ‘Le Petit Train’ services through the area on the day.
§ Lay-by 7 (Hamburger Car Park) will be utilised as a turning area for race competitors and requires TTS to put in temporary kerb ramps at both access points to Victoria Avenue.
Note: Lay-bys 2 to 6 will be closed between 9.15am and 5pm, the Parish of St. Helier is to provide alternative parking arrangements at Peoples Park and St. Andrew’s Park.
In the interests of public safety the Promoter has requested that because cyclists using the course will achieve speeds of over 60 kph (both during the practice and the time trial itself) at a frequency of one per minute, marshals have the power to override the normal common law provision contained in Event Orders which guarantees vehicular right of access to premises.
Recommendation
The Minister is recommended to approve the Tour de Bretagne (Order) Jersey 2007 as prepared.

To send the hard copy of the Order to the Publications Editor at the States Greffe as soon as it has been signed.
