to appoint, in accordance with Article 9C of the Planning and Building (Jersey) Law 2002, as amended, on the recommendation of the Minister for Planning and Environment, the following persons as members of the Planning Applications Panel with immediate effect for a period of three years –
(a) The Constable of St Saviour as a member;
(b) Deputy S. Power of St Brelade as a reserve member;
Minister for Planning and Environment
Report
The Planning and Building (Jersey) Law 2002 provides that there should be a Planning Applications Panel comprising three States members and that it will be chaired by an Assistant Minister, appointed by the Minister for Planning and Environment, with the agreement of the Chief Minister. Following the resignation from the States of the Assistant Minister for Planning and Environment, Constable Richard Dupre of St John, I have decided, with the agreement of the Chief Minister, to appoint the Deputy of Trinity as the Assistant Minister for Planning and Environment.
This has created a vacancy within the Panel, and I propose that it be filled by the Constable of St Saviour, currently a reserve member of the Panel with several years of experience on the former Planning and Environment and Environment and Public Services Committees.
If this nomination is accepted by the States, a further vacancy arises for a reserve member of the Panel, and for this position I propose Deputy Sean Power of St Brelade. Deputy Power has for a long time taken an interest in planning matters, but in particular through his work on Scrutiny, has demonstrated a keen interest in the design of homes and other buildings.
Nominations can only be made by the Minister. If the States rejects these nominations, the Minister must nominate another States member, and so on, until all the vacancies are filled. The Law provides that the period of membership of a Panel member is three years.
There are no financial or manpower implications arising from this proposal
Senator F E Cohen
Minister for Planning and Environment
