Information about the publication of Ministerial Decisions

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

INFRASTRUCTURE, HOUSING AND ENVIRONMENT

MONT FALLU NORTH BOUND BUS SHELTER AND PAVEMENT

Purpose of the Report

To request the Minister to approve project 1887: Mont Fallu North Bound Bus Shelter and Pavement.

Background

A scheme has been developed with the support of the Parish to introduce a new pavement and bus shelter on the west side of La Route de Beaumont, opposite the junction with Mont Fallu. The owners of the field have very kindly agreed to transfer ownership of a 2m width, over its 80m length to The Public to facilitate this.

This is a busy road with numerous public and school bus services using it and the current north bound bus stop lacks a pavement. The aim of the scheme is to improve safety for those using the road and for waiting and alighting bus passengers in particular, as well as to promote sustainable travel in general.

The scheme achieved planning consent in September 2020.

Proposal

The proposed scheme is to dismantle the existing traditional granite retaining wall that separates the field from the highway, to excavate back, and to install a new granite retaining wall set back from the road, creating room for a 2m wide pavement. The proposed retaining wall will be limited to 1m high. Towards the north end the ground behind the wall will slope up away from it where the original wall was higher. The new tarmac finished pavement will extend nearly 80m and house a cantilever type bus shelter serving the existing bus stop here. Other items include:

- Drop kerbs at either end of the pavement to facilitate crossing to the east side of the road either side of the Mont Fallu junction.

- The introduction of a timber post and rail fence, set back from the new granite retaining wall to enclose the field (for livestock).

- Repositioning (and renewal of) the existing lighting column, to be set back to the rear side of the new pavement.

- Retention of existing field access, now set back from the highway.

- Given the nature of the road, temporary traffic lights will be implemented, allowing the north bound carriageway to become part of the safe working area.

- The work area is adjacent to a set of buried JEC high voltage cables which cross under the granite wall before turning to run parallel to it.

Recommendation

The Minister is recommended to approve the implementation of the scheme.

Reason(s) for Decision

To provide a safer environment for pedestrians and bus passengers waiting and alighting at this stop, including school children. To enhance/promote sustainable travel by improving facilities for bus passengers.

The project is estimated at £150,000 and is to be funded from the Climate Emergency Fund.

The project has been designed by IHE staff and will be supervised by IHE Staff.

The project has been tendered and will be constructed by a local civil engineering contractor.

Officers are to finalise the land transfer agreement and implement the scheme as soon as the contractor can programme the works.
