AMENDMENTS TO THE ROAD TRAFFIC (SPEED LIMITS) (JERSEY) ORDER 2003
Purpose of the Report
To amend the Road Traffic (Speed Limits) (Jersey) Order 2003
Background
A Review Working Group of States of Jersey Members supported by Officers made recommendations for changes to the Island’s Speed Limits Policy in September 2009. That revised speed limits policy is due to be debated in the States of Jersey during the Autumn of 2010. Following the publication of that review the Connétable of St Clement wrote to the Minister for Transport and Technical Services requesting changes to speed limits on certain roads in St Clement.
Discussion
The Review Working Group recommended that “a lower limit of 30mph in urban/built up areas and roads with no centre line” be applied and went on to recommend that “the definition of a built up area should have regard to the built up area as specified on the current Island Plan”.
The following roads and sections of roads in St Clement meet the criteria for a 30mph speed limit as laid down in the recommendations of the Review Working Group:
La Grande Route de St Clement from Green Street to approximately 10m east of the junction with la Rue du Hocq
La Grande Route de St Clement from 85m west of La Rue au Seigneur to 41m west of La Rue Graut
La Rue de Jambart
La Rue Hamel
La Rue de Causie
La Rue du Hocq
La Rue de Pontlietaut
La Rue de Samares
La Rue du Maupertuis
La Rue de la Croix
La Rue de La Chapelle
La Rue de la Blinerie from the junction with La Grande Route de St Clement to the junction with La Rue du Coin,

Conclusion
Lowering the speed limits on the roads in St Clement as listed above is consistent with the recommendations of the Speed Limits Review Working Group.
Recommendation
The Minister is recommended to approve the proposal to extend the 30mph speed limits in St Clement to the roads as listed above, and shown on the attached map – Appendix A.
Reason(s) for Decision
To lower the speed limit on main roads in St Clement in accordance with the recommendations of the Speed Limits Review Report of September 2009, at the request of the Connétable of St Clement.
Resource Implications
Law Drafting time. £6,000 to be allocated from revenue budgets of the Municipal Services Department to install the required signage to implement the speed limits change. The Parish of St Clement will need to allocate funding for signage on Parish Roads where required.
Action Required
Officers to instruct the Law Draftsman to prepare an amendment to the Order for subsequent submission to the Minister. To implement the required signage once the Order has been made.
