PROPOSED ZEBRA CROSSING ON LA RUE A DON ADJACENT

Purpose of the Report
The installation of a zebra crossing on La Rue a Don immediately to the south of Jardin Fleuri, to improve pedestrian access to the local convenience store.
Background
During the consultation held on a proposed traffic calming and cycle route scheme in the area of Ville és Renaud, Grouville, a number of respondents to that consultation living in the immediate area requested a zebra crossing to improve access to the convenience store.
Discussion
Following a request to provide a crossing on La Rue a Don immediately to the south of Jardin Fleuri, the Department has investigated ways in which this can be provided. Vehicle and pedestrian surveys have been carried out and it has been determined that a zebra crossing will work satisfactorily at this location.
There is currently no street lighting in this area, no footpath on the eastern side of the road, and the pavement on the western side is not wide enough to accommodate the belisha beacon required to indicate the presence of the crossing to drivers.
As part of the work to install the crossing and associated belisha beacons:
- Three street lights should be installed, one at the crossing and one either side of the crossing. This will ensure that pedestrians are clearly visible to all road users on the approaches to the crossing during the hours of darkness.
- A road side footpath will be constructed on the convenience store land on the eastern side to provide a safe landing and waiting area for pedestrians. The works should include space for a belisha beacon and a ramped access to the convenience store.
- The road side footpath should be widened on the western side of La Rue a Don to accommodate the belisha beacon on that side of the road.
The Manager of Transport Policy and Senior Engineer attended a meeting with the Connetable of Grouville and the Grouville Roads Committee on 14 April 2014, during which a full briefing on the zebra crossing and associated highway works was made.
Under Article 69 of the Road Traffic (Jersey) Law 1956, the Minister for Transport and Technical Services may, after consultation with the Connétable of the Parish in which the road is situated, establish on any road such crossings for pedestrians as the Minister considers necessary.
Conclusion
A zebra crossing with associated accommodation works can be installed on La Rue a Don immediately to the south of Jardin Fleuri, provided that street lighting is provided in the immediate area of the crossing and crossing approaches, and improvements are made to the road side footpaths.
Recommendation
The Minister is recommended to approve the installation of a zebra crossing and associated works on La Rue a Don immediately to the south of the entrance to Jardin Fleuri.
Reason(s) for Decision
To install a zebra crossing under Article 69 of the Road Traffic (Jersey) Law 1956 following requests for such a crossing during a public consultation on pedestrian and cycle improvements in the area.
Resource Implications
Funding has been allocated from the Infrastructure Capital Budget and the work will be carried out by an approved local Contractor.
Action Required
TTS to procure the equipment required and place an order with a local Contractor to install the crossing using money allocated from the Infrastructure Capital Budget.
