PROVISION OF A SHARED PEDESTRIAN / CYCLE REFUGE ISLAND ON
LA ROUTE DE VEULLE
Purpose of the Report
To approve the construction of a pedestrian refuge island on La Route de Veulle just to the south of the junction of La Route de Veulle with Mount Bingham.
Background
The States of Jersey Sustainable Transport Policy sets out the goal of reducing car use by encouraging walking, cycling and the use of public transport. Improved pedestrian crossing facilities, and improved facilities for cyclists, will play an important part in achieving those targets.
Discussion
There are currently no pedestrian crossing facilities along the entire length of Route de Veulle and Commercial Buildings.
The route for an off road shared cycle / pedestrian way has been determined from Havre des Pas to West Park. The western side of Commercial Buildings has been identified as the most appropriate side for providing this route, as set out in Ministerial Decision MD-T-2011-0083. Cyclists and pedestrians will therefore need to cross from the eastern to the western side of La Route de Veulle at some point.
There is sufficient space to accommodate an island of sufficient size to be suitable for cyclists and pedestrians just to the south of the junction of Mount Bingham and La Route de Veulle on La Route de Veule. See appendix 1 which shows the location of the proposed refuge Island.
Conclusion
A wider than usual pedestrian refuge island can be constructed just to the south of the junction of La Route de Veulle and Mount Bingham to be used by both cyclists and pedestrians.
Recommendation
The Minister is recommended to approve the construction of a pedestrian refuge island on La Route de Veulle just to the south of the junction of La Route de Veulle with Mount Bingham.
Reason(s) for Decision
To improve pedestrian facilities and provide a crossing for the Havre des Pas to West Park cycle route, on La Route de Veulle, in accordance with the Sustainable Transport Policy.
Resource Implications
The pedestrian / cyclist shared refuge island on La Route de Veulle can be funded by an allocation from the Sustainable Transport Fund, and will be carried out as part of the works to re-construct the Commercial Buildings carriageway.
Action Required
Acting Senior Engineer to arrange with the project team for the Commercial Buildings carriageway reconstruction project, for a pedestrian / cyclist refuge island to be built on La Route de Veulle just to the south of the junction with Mount Bingham.
