Engineering Works to The Esplanade Required to Improve Accessibility to the New Transportation Centre.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Engineering Works to The Esplanade Required to Improve Accessibility to the New Transportation Centre

Purpose of the Report

To seek the approval in principle of the Minister for Transport and Technical Services on the engineering work required on the Esplanade, between Conway Street and Castle Street, to ensure accessibility for buses and pedestrians to the Transportation centre. The work will result in the loss of 10 on street parking spaces in the area and is subject to consultation with the Parish of St Helier and local businesses.

Background

The Department has identified a number of measures required on the Esplanade to ensure that,

  buses can get in and out of the Transportation Centre efficiently and safely;

  Pedestrians can access to, and egress from, the Transportation Centre Safely;

while maintaining the existing vehicular flows on the Esplanade.

Discussion

The following measures have been identified as being required to ensure that pedestrians and buses are able to use the Transportation Centre safely and efficiently. (see attached drawing)

  The existing zebra crossing on a raised table, immediately to the west of the junction of Conway Street and The Esplanade, is to be maintained.

  A new Pedestrian crossing immediately to the east of the transportation centre entrance, which is expected to be a zebra crossing on a raised table, is required.

  Improved pedestrian facilities at the junction of The Esplanade and Castle Street are required.

  Pavement widening either side of the exit the Transportation Centre is required.

  Carriageway re-alignment for east bound traffic at the exit to the transportation centre, to allow greater space for exiting buses.

While the work to improve accessibility is being carried out, the opportunity is also being taken to improve the general ambiance of the area, by providing trees in granite planters, replacing the street lighting, and by replacing areas of the Esplanade footpaths currently paved with tarmac, with granite paving. The trees and planters have been requested, and will be paid for, by WEB.

Conclusion

A new pedestrian crossing facility is required to the West of the Transportation Centre, as well as improvements to pedestrian facilities at the junction of Castle Street and The Esplanade. Widening of the pavement either side of the Transportation centre exit are required to ensure sufficient pavement space for pedestrians going to and from the Transportation Centre.

A realignment of the carriageway at the exit to the Transportation Centre is required, to ensure buses do not conflict with east bound traffic during the exit manoeuvre. The consequence of this will be loss of parking.

In addition to the requirements for bus and pedestrian access, WEB would like to enhance the area with the addition of granite planters and trees, which have been included in the Departments outline drawings. The combined works will result in a loss of parking of 10 spaces in the area.

Consultation with the Parish of St Helier and the local businesses is required prior to the Minister’s final approval.

Recommendation

The Minister is recommended to approve in principle the measures detailed on drawing EIS104/F subject to consultation with the Parish of St Helier and local businesses which will result in the loss of 10 public parking spaces in the area.
