PASSENGER CERTIFICATE & LICENCE
Shipping (Jersey) Law 2002, as amended
Boats and Surf Riding (Control) (Jersey) Regulations 1969 as amended
The Minister for Economic Development –
(a) in pursuance of the Shipping (Survey and Certification) (No.2) (Jersey) Order 2005 being satisfied that the provisions of the said Order (apart from those exemptions as listed on the back of this certificate) have been complied with in respect of the passenger vessel
‘Charming Nancy’
Hereby grants a Passenger Ship Certificate in respect of the said vessel;
(b) in pursuance of Part V of the Boats and Surf-Riding (Control) (Jersey) Regulations 1969, as amended, hereby grants to –
Jersey Heritage Trust
Jersey Museum, The Weighbridge
St Helier, Jersey, JE2 3NF
being the owner of the said vessel, a Licence for the purpose of the said Part V.
The present Certificate and Licence shall be valid only from 12th May 2008 provided: -
- the vessel remains within the waters East of Les Vrachiere Beacon, St Aubin’s Bay and North of La Collette Tanker Berth;
- the vessel is fitted with approved life jackets for all; a 30 man life raft and buoyancy apparatus for 14 persons;
- the vessel’s load line is not submerged at any time during the crossing;
- that the bulwark doors remain closed through out the passage;
- that the vessel’s hours of operation be limited to the hours between one hour before sunrise and one hour after sunset;
- that the vessel only operates in fine settled weather and reasonable sea conditions;
- that the number of persons carried does not exceed-
i. 32 passengers; and
ii. 2 persons forming the crew;
- that an “Emergency Instructions” public announcement on abandon ship procedure is made before each voyage;
- that a record of the number of persons on board is recorded ashore, before the commencement of each voyage;
- that the requirements of the “Owner’s Approved Safety Management System is followed;.
- the issue of the licence as described in (b) above is subject to all necessary permits being in place for this vessel’s use of the West Park Slipway and Elizabeth Castle Slipway to load and unload passengers.
This Certificate shall remain in force until. 10th November 2008

The vessel is provided with the following exemptions as would be required under the EU direction 98/18EC as applied to Jersey through the Shipping (Survey and Certification) (No.2) (Jersey) Order 2005.
- Chapter II-I part B 2.0, Vessel is exempted the requirement to meet watertight subdivision requirements.
- Chapter II-I Part B 8.0 Vessel is exempted from the requirement to meet stability requirements in the damage condition.
- Chapter II-I Part B 9.0, Vessel is exempted from the requirements of 9.1 for Peak and Machinery space bulkheads.
- Vessel is exempted from the requirements Article 6 to provide evidence that the vessel (as an un-classed vessel) has been built in compliance with the requirements of article 6.1(a) and the requirement to be fully decked as required by 6.2 (b) and as defined in article 2
- Chapter III Vessel is exempted from the requirements to meet the requirements of LSA as specified in section 2.0 with regards to suitable capacity for life rafts
These exemptions only apply provided the vessel complies with the conditions referred to on the face of the certificate
