ANN PLACE CAR PARK TEMPORARY 3 HOUR MAXIMUM STAY
Purpose of the Report
To change the maximum permitted stay period in Ann Place Car Park from Monday 25 September 2017 for a temporary period.
Background
Minden Place Car Park provides 249 x 3 hour maximum stay shopper spaces. From Monday 25 September 2017 Minden Place Car Park will close to allow for refurbishment of the building to take place, resulting in the loss of these shopper car parking spaces.
In order to maintain provision of shopper parking which is essential to traders in the north of St Helier it is proposed to change Ann Place Car Park to provide temporary 3 hour shopper parking facilities. Ann Place Car Park is currently used as a commuter car park with 144 spaces available Sunday to Friday which changes to shopper parking on Saturdays.
Currently Pier Road Car Park has an average of 350 spaces available throughout the day so the commuter parking spaces lost during the temporary change to Ann Place Car Park can be accommodated there.
The temporary changes can be introduced under Article 68 of the Road Traffic (Jersey) Law 1956 by the placing of appropriate signage and publication in the Jersey Gazette. The Road Traffic (Public Parking Places) (Jersey) Order 2006 is created under Article 59 of the Road Traffic (Jersey) Law 1956.
The Road Traffic (Public Parking Places) (Jersey) Order 2006 is administered by the Department for Infrastructure.
Discussion
The temporary creation of temporary shopper parking in Ann Place Car Park will help St Helier retailers and will assist in replacing spaces lost during the planned refurbishment of Minden Place Car Park.
Recommendations
The Minister is recommended to approve the temporary change to 3 hour maximum stay parking in Ann Place Car Park and to instruct Officers to produce the necessary signage and advise the public using local media and place the statutory Gazette inserts.
Reason(s) for Decision
The provision of temporary 3 hour maximum stay parking in Ann Place Car Park will provide alternative shopper parking during the Minden Place Car Park closure.
