THE JERSEY MOTOR CYCLE AND LIGHT CAR CLUB’S APPLICATION TO
HOLD THE JERSEY CAR RALLY 2015
Purpose of the Report
To obtain a Ministerial Decision regarding approval of road closures and traffic restrictions for the purpose of holding the Jersey Rally on Friday 09 and Saturday 10 October 2015.
In addition, to enable an instruction to be sent to the Law Draftsman requesting preparation of an Order under Article 2 of the Motor Vehicle Races (Jersey) Law 1946.
Background
The Jersey Motor Cycle and Light Car Club (the Promoter) has submitted details of its proposed Paperclix Rally for 2015. The event is enabled by Order of the Transport and Technical Services Minister under Article 2 of the Motor Vehicle Races (Jersey) Law 1946.
The Promoter has consulted with the Connétables of all Parishes within which stages of the Rally are to be held and has provided TTS with signed certificates of support in each case. They have also consulted property owners directly affected by road closures and supplied proof of Public Liability Insurance.
Discussion
Of the various main road sections included in this year’s Rally (see attached Rally Stage Plans and Schedule) all the stages have been utilised in the last two to five years, although there are some minor alterations. Most significant, with respect to traffic impact, will be the following closures:
Maufant Stage – Friday 09 October between 12.45pm and 5.30pm:
La Grande Route de St Martin (A6). During this time access to St Martin’s Village will be maintained via Rue du Hucquet.
Archirondel Stage – Friday 09 October between 6.00pm and 10.30pm:
The stage affects La Route de Anne Port, La Route Le Brun, and La Route de St Catherine (B29 - linking Gorey and St Catherines), Mont de La Mare de St Catherine (B62 - linking St Martin with St Catherines), La Grand Cotil and Le Rue du Villot (B91 - linking St Catherines with Rozel).
St Clement Stage – Friday 09 October between 6.00pm and 5.30pm:
La Grande Route de St Clement (between La Verte Rue and La Rue Laurens), La Rue de Cotils (from La Grande Route de St Clement and La Rue Malo).
Greve De Lecq Stage – Saturday 10 October between 7.45am and 12.45pm:
Le Mont de Saint Marie (B40 linking Greve De Lecq and St Mary’s Village), Le Chemin de L’Eglise (B53 - linking Catherine Best with St Ouen’s Village).
St Ouen Stage - Saturday 10 October between 7.45am and 12.45pm:
La Route du Marais (B56 – linking St Ouen’s Village with St Ouen’s Bay), Rue du Bachelier (B55 - linking St Ouen’s Village with Les Landes) and Le Chemin De L’Eglise (B53 – linking St Ouen’s Village with St Mary’s Village). During this time main road access to St Ouen’s Village will be limited to Le Grande Route de St Ouen (A12).
The relevant Parishes are fully aware of the traffic implementations of these stages on Parishioners etc. but have confirmed their approval. Otherwise all stages have been designed to minimise their impact on traffic.
Public Bus Service Impact
For information regarding the impact on public bus services please see the attached Scheduled Changes to Public Bus Services. Bus routes affected are Routes 21, 3, 23, 1A, 7 and 8.
Recommendation
The Minister is recommended to approve the Jersey Rally and the preparation of an Order under Article 2 of the Motor Vehicle Races (Jersey) Law 1946.
Reason(s) for Decision
The proposed road closures and associated traffic management are reasonable and justified.
