Budget transfers from Economic Development, Tourism, Sport and Culture (“EDTS&C”) and Chief Ministers Department (“CMD”) to the Education Department to fund the teaching of Jerriais
- Purpose of Report
To enable the Minister for Education to approve annual budget transfers from EDTS&C of £30,000 for the period 2017-2019 in respect of MTFP Addition 7th Amendment which is no longer needed and specific budget transfers from EDTS&C of £54,121 in 2017, £56,812 in 2018 and £59,380 in 2019 for the teaching of Jerriais.
To further enable the Minister for Education to approve annual budget transfers from CMD of £52,000 for the period 2017-2019 for the teaching of Jerriais.
- Recommendation
The Minister for Education is recommended to request that EDTS&C approve budget transfers of £84,121 in 2017, £86,812 in 2018 and £89,380 in 2019 and CMD approve annual budget transfers of £52,000 for the period 2017-2019.
- Background and Reasons for Decision
Prior to the MTFP Addition 7th Amendment to transfer £30,000 from Education to EDTS&C to fund the teaching of Jerriais, the Assistant Minister for EDTS&C had agreed (under MD-E-2016-0027) to provide the Education Department with annual funding up to £61,431 for the period 2016–2019 on the basis that Education were best placed to deliver the service.
Following the Chief Minister’s commitment to fund Jerriais, the £30,000 budget within EDTS&C’s cash limit for 2017-2019 will no longer be needed and therefore be transferred back to Education. In addition EDTS&C agreed to transfer specific budgets of £54,121 in 2017, £56,812 in 2018 and £59,380 in 2019 and this will be reflected in the MTFP Addition Annex Updates 2018 and 2019.
The Chief Minister’s Department committed to provide additional funding for the teaching of Jerriais of £52,000 annually for the period 2017–2019. These combined funds will allow the Education Department to recruit, develop and manage an appropriate level of teaching resource to fulfil the teaching of Jerriais in Jersey primary schools over the period 2017-2019.
Article 18(1)(c) of the Public Finances (Jersey) Law 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be transferred from one head of expenditure to another head of expenditure for any purpose not otherwise specified. Delegation 1.2 delegates authority to agree non-contentious transfers between heads of expenditure up to £1,000,000 to the Treasurer of the States.
