Purpose of the Report
To amend the Road Traffic (St Helier) (Jersey) Order 1996 and to also amend the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002
Background
Broad Street – An Article 68 Notice was put in place to amend the location of parking areas and an unloading bay to facilitate the construction of an alfresco seating area outside Bellinis Public House. See Map 1.
Le Clos Vaze, St Johns Road. The roads within this development were adopted by the Parish in 2014 so that prohibition of waiting could be introduced to alleviate the parking problem on the site. This was done by an Article 68 Notice, and this is now to be formally introduced into the Order. See Map 2.
The Parade – A new development of flats has created a new entrance onto the public highway to the west of Kitty O’Sheas. This new entrance means that the current unloading and parking arrangements on the south side of the road need amending. See Map 3.
Tunnel Street – An Article 68 Notice was put in place as part of the improvements to the cycle network in the Parish. The Notice introduced a 2 hour disabled parking bay at the Millennium Town Park, whilst also closing the road to through traffic between the eastern boundary of the Town Park and Robin Place. See Map 4.
Bath Street Unloading Bay – the existing Unloading Bay is to have its operational times amended to 5am – 6pm Monday to Saturday.

North Side - (from its junction with St Johns Road to a point 76 yards westerly)

South side - (from a point 56 yards from the junction with St Johns Road for 80 yards further west)
South side - (from a point 120 yards from the junction with St Johns Road for 67 yards further west)
South side - (from the south western boundary of 45 Le Clos Vaze and the south eastern boundary of 44 Le Clos Vaze and the northern boundary of 35 Le Clos Vaze).

Broad Street: Part 1 - ‘Paying Parking Places 20 Minute Limit’ Entry for Broad Street to be removed from the Order.
The Parade – Part 2 - Paying Parking Places 1 Hour Limit’ – Entry for the south side to be removed from the Order.
Le Clos Vaze: - Part 6 – Parking Discs 3 Hour Limit – south side (between a point 22 yards west of the junction with St Johns Road for 34 yards further west)
Schedule 10 – ‘Unloading Bays’
Broad Street –To Become: North Side (between a point 49 yards east of the western boundary of No 36 to a point 15 yards further east. (20 minutes, 5am - 11am)
Bath Street: - Unloading Bay to have times of unloading altered to - from 5am – 6pm
The Parade (western arm): - Unloading bay to become – from a point 43 yards south of its junction with Gloucester Street to a point 20 yards further south.

Schedule 1: 4 Hour limit
Broad Street – to become - North side (between a point 40 yards east of the western boundary of No.36 and a point 23 yards further east)
Schedule 1: 2 Hour limit
Robin Place – To be introduced to the Order - North side (from the eastern boundary of Robin Place for a distance of 9 yards)
Recommendation
The Minister is requested to approve the request.
Reason(s) for Decision
To amend the Road Traffic (St Helier) (Jersey) Order 1996 and the Road Traffic (Disabled Persons (Parking) Order 2002 to introduce new parking and unloading arrangements across the Parish.
Action Required
Officers to instruct the Law Draftsman to prepare an Amendment to the Order for subsequent submission to the Minister.
