Statistics User Group: Re-appointment of Members

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s): The Chief Minister agreed to re-appointment the following 8 members of the Statistics User Group for a further period of 3 years:

 

  • Mary Friswell –  Soroptimists     
  • Peggy Gielen – Jersey Finance Limited
  • Jenny Holley - Unite
  • Natasha LeDain-Cyples – member of the public
  • Martin Richardson – Jersey Community Relations Trust
  • Ray Shead – Chamber of Commerce
  • Peter Surcouf – member of the public
  • Rozanne Thomas – Jersey Consumer Council

 

Reason(s) for Decision: The Statistics Users Group was established in October 2000 following a decision by the States to adopt a Report and Proposition of the Policy and Resources Committee entitled ‘Establishment of a Statistics Users Group’ (P.142/99). The role of the Statistics User Group is to review and comment upon any official statistics prepared or proposed to be prepared, by or on behalf of the States of Jersey.

In addition to a Chairman, who is appointed by the States, and an ex-officio Secretary (the Head of the States of Jersey Statistics Unit), the User Group comprises a number of regular members who serve for a period of 3 years.

This Ministerial decision seeks to re-appoint 8 existing members following the recent appointment of 4 new members (MD-C-2012-0087). The advice of the Jersey Appointments Commission has been sought in respect of these re-appointments, and the Commission is satisfied that proper process has been followed.

The Chief Minister is pleased to be able to re-appoint these 8 individuals as members of the Statistics User Group, and believes they will continue to make a valuable contribution to the work of the Group in reviewing and commenting upon official statistics prepared by or on behalf of the States of Jersey.

The re-appointments will be effective from the date that this decision is signed by the Chief Minister.

Resource Implications: There are no resource implications. Members of the Statistics User Group are appointed on a voluntary basis.

Action required: Project and Research Officer to inform the members of the Statistics User Group of their re-appointment.
